JOB DETAILS:
Uganda is currently hosting 1.4 million refugees in 12 hosting districts. The Government of Uganda has been very progressive in its response to these challenges and in March 2017, the Office of the Prime Minister launched the Comprehensive Refugee Response Framework (CRRF), adapting the principles and objectives set out in the New York Declaration of Refugees and Migrants to the Ugandan context. The Kampala Declaration reaffirms Uganda’s commitment to promote refugee self-reliance and inclusion in the country’s development planning. This represents a fundamental shift in approach to service delivery to refugee settlements, linking the traditional humanitarian response to long-term development.

COVID-19 has exposed the vulnerability of unemployed families and the labour constrained families in refugee hosting areas. Their source of livelihoods have shrunk and access to basic needs such as food, shelter and health care constrained. They were already struggling to provide for their families after the long period of lockdown imposed to counteract the COVID-19 pandemic. It will take some time for these two categories of families to recover from the economic effects of the lockdown. It is, therefore, important to address this challenge before it escalates into social unrest. Any investment supporting vulnerable households, helps household consumption and enables them to meet their basic economic needs, such as access to livelihood opportunities, is a welcome intervention. In this light, the labour-intensive public works intervention in the form of Cash for Work Programme (CWP) is seen as one of the solutions to address this difficult situation.

The Sub-Office Yumbe intends to construct community infrastructure (institutions) and road rehabilitation, using refugee and host population workforce under a CFW modality. This will include training of artisan in requisite skills required and utilizing acquired skills in the construction activities. Individuals engaged in the labor intensive public works will receive wages through digital wallets to support families livelihoods. These projects will require dedicated and experienced staff to supervise and oversee its implementation and roll out.

The Snr. Shelter Associate – Intensive Public Works for Yumbe will provide technical guidance in the planning and implementation of Labour-intensive public works projects in the communities within the settlement and hosting Population areas. The incumbent will also offer technical support in programs execution under the agriculture/farming project as well as capacity building of groups engaged in the LIPW.

FUNCTIONAL STATEMENT
• Report regularly on CFW activity implementation for all active sites, while maintaining accurate records of all relevant forms and documents. .
• Prepare monthly sectorial reports and submit material for preparation of periodic project monitoring reports as required by the office at country level.
• Report on shift to utility process.
• Perform any other duties as may be required.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE
• Diploma in Engineering (Water or Civil), Environment, Forestry, Agriculture, Social Sciences from a reputable University is required.
• At least 8 years of progressively responsible functions in water/ sanitary engineering or a related field, dealing with labour intensive public works, construction of shelter and infrastructure in rural settings is required.
• Proven experience with Engineering Project Management and ability to achieve quality results, on time, and within budget is required.
• Proven ability to deal with multiple tasks in a courteous and service-oriented manner in demanding working conditions that often have short deadlines is required.
• Exposure to UNHCR mandate, its priorities and principles is required.
• Experience in community engagement, construction supervision and site management are required.

DESIRABLE QUALIFICATIONS & COMPETENCIES
• Additional training in Labor Intensive, Public Works program (LIPWP) and Water shed Based Development (WSBD) are desirable.
• Expertise in planning, formulation, implementation, monitoring and reporting on humanitarian operations is desirable
• Applied knowledge in UNHCR programme management, project formulation, programme cycles and reporting standards is desirable.
• Previous exposure to UN sector approach, preferably at field implementation approach is desirable
