Organization details
Energising Development (EnDev) is a global multi-donor partnership program implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates market-based access to modern energy services in 20 countries worldwide.
In Uganda, EnDev, under the Uganda Energy Programme (PREEEP), cooperates closely with the Ministry of Energy and Mineral Development (MEMD) in providing access to modern energy services to Ugandan households, social institutions, and SMEs through market development for solar PV and energy efficient cook stoves.
Low access to electricity remains a major barrier to Uganda’s socio-economic development and current trajectories for rural electrification clearly point to off-grid solar PV playing a vital role in providing electricity to off-grid households, social institutions, and productive users. In its solar component EnDev Uganda therefore aims at growing the market for off-grid solar PV systems for the above targets groups through results-based partnerships with solar distributors as well capacity building for distributors and end users and targeted support to the enabling environment.
EnDev Uganda’s interventions strengthen the expansion of distribution networks, marketing outreach, service, and product quality, as well as awareness and knowledge among the targeted users. Targeted technologies include Tier 1 -3 Solar Home Systems and solar powered appliances for domestic, social institutions and productive use offered on both cash and PAYG (pay-as-you-go) Basis.

Knowledge, Skills & Competences
• Comprehensive understanding of the Ugandan off-grid Solar PV sector and its PUE and SI trends.
• Ability to process, analyse and synthesize complex technical information from different disciplines in the areas of energy, business, financial services among others.
• Ability to network, build and maintain professional relationships with government, development partners and private stakeholders.

Other Knowledge/ Skills:
• Computer literacy with excellent knowledge of MS Office (especially Word, Excel, PowerPoint) as well as online meeting and conference tools and optional experience in using energy software design tools.
• Project and contract management skills including steering multiple tasks under tight deadlines.
• Strong organisational skills, self-motivation, and ability to work independently.
• Highly motivated to work in a multicultural and inter-disciplinary team.
• Excellent oral and written English language skills.
• Excellent communication, organization, and presentation skills.

Responsibilities
The Technical Advisor – Solar Energy are responsible for:
Key Responsibilities
Support the design, implementation, and monitoring of the project’s activities in the solar component with a focus on off-grid solar electricity for productive use (PUE) and social institutions (SI). This includes working closely with solar companies, sector associations, business development providers, other GIZ technical advisors and other development partners. Tangible outcomes and quantifiable results are expected.

The Technical Advisor – Solar Energy will perform the following tasks:
Specific Tasks
Solar Market Development
• Support the further development of EnDev Uganda’s off-grid solar PV productive use and social institution market development approach as well as concrete interventions through his/her solar technical and business expertise.
• Backstop/support awareness activities intended to promote adoption of off-grid solar energy technologies.

Promotion of synergies and partner management.
• Identify and promote synergies and cooperation also with other GIZ operations, development partners, sector associations, education, and research institutions in the solar sector.
• Maintain and cultivate sound relations with the political partner, sector stakeholders, development actors as well as the private sector.

Knowledge management, M&E and other tasks
• Preparation and implementation of activities such as promotions, exhibitions, webinars, workshops, assessments, studies, pilots and field research as needed.
• Regularly update the project manager, the coordinator of the solar component as well as EnDev team members on the progress of ongoing and planned solar related activities and key sector trends.
• Supports the preparation of reports and project proposals as needed.
• Supports/leads the preparation of factsheets, presentations, articles and other communication and visibility materials as needed.
• Supports the coordinator of the solar component in monitoring and evaluation including the data collection, verification, and analysis and documentation of lessons learned from the market development and other activities.
• Supervise and guide consultants.
• Comply with procedures within GIZ, such as tenders and contracts with third parties.

Performs other duties and tasks at the request of management

Qualifications
• Bachelor’s degree in engineering, energy or sustainability related field, international relations, or business management and administration. Master’s degree is an added advantage.
• Details of experience
• At least 3 years’ relevant professional experience in the implementation of off-grid solar energy related projects
• At least 2 years of active engagement with the private (off-grid solar) sector.
• Experience in basic technical design, operation, and maintenance of off-grid stand-alone solar PUE and SI solutions.
