About the Safeguarding, Gender and Youth Officer
The Safeguarding, Gender and Youth Officer implements of Agilis’s safeguarding policies and guidelines, including the Protection from Sexual Exploitation and Abuse (PSEA) Policy, the Code of Conduct (CoC) and the Whistleblowing Policy of the HR Manual, with the aim of creating an environment free from sexual exploitation and abuse (SEA) of children, youth, women or adults perpetrated by Agilis or its representatives. The Officer also oversees the implementation of educational programming regarding gender and youth issues and is a community liaison focal point for issues impacting women and youth.

Responsibilities
The Safeguarding, Gender and Youth Officer reports to the Corporate Affairs Manager and providing regular reports to the Managing Partner.
The key responsibilities of the role will be:
• Ensure local compliance with Agilis’s Safeguarding Policies and maintain and uphold the highest standards of safeguarding.
• Review and strengthen Safeguarding systems including local reporting procedures; conduct mapping and risk assessments within the country office, field office and in partner offices.
• Assist management in the development of existing and new policies
• Train individuals and teams across the organization regarding safeguarding policies and issues impacting youth and gender within the company and our community
• Liaise with community members and conduct trainings on Agilis’s whistleblowing mechanisms, policies on safeguarding and gender and youth issues
• Perform demographic studies on communities surrounding Agilis to assess safeguarding risks and opportunities
• Ensure that training on safeguarding policies and procedures to relevant stakeholders across the programme (staff, volunteers, private sector actors, partners, consultants, service providers and communities) are delivered and tracked.
• Chair monthly meetings with safeguarding champions across the company
• Manage the Safeguarding & Accountability budget ensuring that relevant activities, IEC materials etc. are resourced and monitor financial transaction as per the Authorization Matrix and delegation protocols
• Ensure that appropriate records are maintained of SEA cases, suitable for admission in legal proceedings, ensuring data protection and confidentiality.
• Liaise with the disciplinary committee and local authorities on safeguarding matters
• Ensure there is support and advice for those who are victims or survivors of abuse
• Make appropriate referral to organizations that are mandated to provide emergency and ongoing support to abuse cases.
• Responsible for ensuring the programme Community Feedback and Response Mechanism (CFRM) is active across all country and field offices with an emphasis on ensuring knowledge about Agilis Safeguarding policies and CFRM is accessible to young and vulnerable people.
• Establish Safeguarding and CFRM focal persons across all field offices with a clear TOR and provide training and regular oversight and support
• Update and maintain CFRM tools, guides, reports and brochures

Qualifications
• Degree in Bachelor of Arts (Social Sciences), Bachelor of Social Work and Social Administration, Bachelor of Arts (Arts), Bachelor of Industrial and Organizational Psychology or related, relevant subject
• Minimum 2 years’ experience in a similar role with a focus on SEA, CFRM, child protection, youth or gender programming, community relations, social sustainability or other. "Should you believe your skills are applicable to the role, but believe you have considerably more experience than 2 years, you are still encouraged to apply".
• Good, demonstrable communication and presentation skills in English (both in written and spoken)
• Demonstrable interest in working to prevent SEA.
• Skilled in identifying and mitigating risks.
• Strong moral integrity.
• Ability to work collaboratively with a wide range of stakeholders.
• Ability to quickly build personal rapport, trust, ease of communication and active listening.
• Empathy for the challenges survivors face in reporting and for the pressures an investigation places on stakeholders in general, including the alleged perpetrator and management.
• Commitment to, and knowledge of the Common Humanitarian Standards
• Strong commitment to confidentiality, experience of confidential case management systems
• Ability to reside in Kigumba, Kiryandongo, A and to travel up to 50% of time from base, including at short notice
