EXPRESSION OF INTEREST (EOI) FOR PROVISION OF INDUSTRIAL AREA MAINTENANCE SERVICES

TotalEnergies EP Uganda (COMPANY) in its capacity as Operator of Contract Area (CA) 1 and License Area (LA) 2, in conjunction with its Joint Venture Partner(s), invite experienced and reputable contractors to express their interest in providing Industrial Area Maintenance Services for future oil production in respect of the Tilenga Project in Uganda
General Field Development Description:
The Tilenga oil and associated gas development is located in the Northern area of Lake Albert in Uganda and covers the fields in CA-1 block and the Northern part of LA-2 block (Tillenga Project).
The major development surface facilities include the following:
• Wellpads (31) and the upstream gathering network
• The Industrial Area containing temporary facilities and the Central Processing Facility (CPF).
• The associated supporting infrastructure (camps, roads, aerodromes etc).
Scope of Work:
The scope of work includes maintenance on non-process related equipment at the Industrial Area.
The maintenance activities to be performed but not limited to:
Buildings:
• The selected contractor should demonstrate the following abilities. Experience in electrical, mechanical, plumbing, HVAC and civil maintenance of industrial buildings.
• Capability in the preparation of a maintenance regime for industrial buildings.
• Operational knowledge related to spare parts identification and inventory management.
• Interface, prioritization, and planning competencies. Provision of tools and consumables.
• Availability of suitable employees, qualified and experienced in provision of the above said activities.
Minimum Requirements for Participation:
• Experience in the maintenance of facilities/buildings.
• Mandatory current registration to or application to be registered to the National Supplier Database as required by the 2016 Upstream Petroleum Regulations of Uganda.
• Commitment to statutory National Content requirements for oil and gas operations as required by 2016 Upstream Petroleum Regulations of Uganda.
• Health, Safety, Security, Social, Environment and Quality (H3SEQ) Management system, and related procedures in compliance with local and international standards.
• Civil structures (walls, floors, ceiling) and carpentry (roof, windows, Valid applicable national or international licenses or permits doors, furniture).
• Fire Monitoring and Detection Systern
• Heating, ventilation, and air conditioning (HVAC) system.
• Lighting and small power, low voltage switch boards.
• Plumbing system.
• Water treatment/sewerage plant and distribution system.
• Potable water treatment plant and distribution system.
• Canteen, gymnasium, and laundry equipment. •Security fences and gates.
• Flood lights including Trading Licenses.
• Technical capabilities to perform the service or provide the supply. Qualified and certified personnel to perform the service.
• Certified equipment to perform the service.
• Quality control and assurance capabilities.
• Capability to manage a storage area of chemicals in Uganda.
• Financial capability.
• Existence of all applicable and valid ISO certifications.
• Tax compliant.
• National Social Security Fund (NSSF) compliant for companies registered in Uganda and its equivalent for international companies.
