JOB DETAILS:
The Electricity Regulatory Authority is a Statutory Body established in the year 2000, in accordance with the Electricity Act, 1999, (Chapter 145 of the Laws of Uganda) to regulate the Generation, Transmission, Distribution, Sale, Export and Import of Electrical Energy in Uganda.
ERA is mandated by the Electricity Act, 1999, to issue electricity Generation, Transmission, Distribution, Sale and Import Licenses, set License conditions and ensure compliance to License conditions by Licensees. ERA is also mandated to establish a tariff structure, approve rates of charges among other functions. ERA is committed to ensuring a sustainable Electricity Supply. To fulfil its mandate ERA seeks to engage the services of dedicated, competent, innovative and result‐oriented individuals for employment on contract basis for the posts below;

Job Title: Manager Legal Services
No of Vacancy: 01
Terms: Initial Five (5) Year Contract. Subject to renewal, upon satisfactory performance
Reports to: Director Legal Services
Job Purpose
To provide expert general business legal, policy and regulatory advisory services and support to the Authority in line with the ERA mandate

Duties/Responsibilities, and Competences for the Job:
1. Conduct and advice on regulatory impact assessments and drafting of laws, regulations, policies and guidelines for the development of the ESI.
2. Review existing and new permits and licenses, monitor and support enforcement of licensee’s and permit holders’ adherence and compliance to their terms and conditions, Authority directives, Electricity Act and the regulations and to ensure performance standards and targets are achieved.
3. Manage the development of the Authority’s legal, regulatory and policy oversight of sector legislation, regulations, mandate, licenses and permits.
4. Strengthen, manage and disseminate industry rules and guidelines for protection of consumers and promotion of competition.
5. Review and advise the Authority about key legal issues arising from contracts entered into by licensees like Power Purchase or Sales Agreements, Concession Agreements, Fuel Supply Agreements, Implementation Agreements and any other Agreements.
6. Sensitize stakeholders and undertake consultation about key issues in governance, regulation and licensing and statutory procedures and obligations of the Authority and the Electricity Supply Industry.
7. Provide practical and business oriented commercial and contract reviews and advise on agreements and contracts to be executed by the Authority with service providers and development partners.
8. Provide and develop innovative regulatory policies, laws and regulations and interventions to enable the Authority deliver efficient regulatory reforms in the electricity supply industry
9. Provide professional and practical business support and advice to the procurement and disposal, human resources, finance and administrative units of the Authority.
10. Monitor and advise on the legal risk to the Authority.
11. Contribute to the development of the departmental work plans & budgets
12. Represent the Authority, liaise and manage relations with outsourced external counsel and follow up on judicial processes instituted by or against the Authority.
13. Supervise, mentor, coach and build the capacity of the unit’s team to contribute to delivery of the ERA mandate.

Academic Qualifications and Working Experience:
• Master’s degree in Law (LLM), MBA or related degree from a reputable institution.
• Bachelor of Laws (LLB) from a reputable institution.
• Post Graduate Diploma in Legal Practice from the Law Development Centre.
• Enrolled Advocate of High Court of Uganda.
• At least 5 years of relevant working experience from a reputable organization
• Should be between 30 and 45 years of age.
