PLEASE NOTE: This selection for the position of Programme Policy Officer-C4D SC8 is for multiple locations as follows: Arua (1) & South West Area Office (1).

While successful candidates will have the possibility to indicate their preferred location, WFP Uganda will make the final decision on the duty station of assignment based on its operational and staffing requirements.

Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in South West Area Office and Arua Area Office with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?
We are seeking qualified individuals for the position of Programme Policy Officer-Communications/C4D-South West Area Office and Arua Area Office.

ORGANIZATIONAL CONTEXT
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs. Within delegated authority, the C4D Officers will be responsible for the following duties to support the efficient and effective delivery of AO programmes and operations.

JOB PURPOSE
Under the direct supervision of the Head of Area Office, the incumbent will provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs. Within delegated authority, the C4D Officer will be responsible for the following duties to support the efficient and effective delivery of AO programmes and operations.

KEY ACCOUNTABILITIES (1/3)
1. Programme communication strategy and plan of action strategically developed and formulated, and the implementation effectively managed, facilitated and executed for social and behavioral change in support of efficient and effective programme delivery.
2. Culturally relevant programme communication materials designed, pre-tested, and produced in time, meeting requirements and quality standards.
3. Strong partnerships with community groups, leaders, media and other partners in the community and civil society developed and enhanced to promote participation in social and behavioral changes supportive of programme goals.
4. Effective training materials and activities organized, developed and implemented to build capacity in participatory and behavior communication at various government levels.
5. Human interest stories, videos and briefs showcasing the impact of UN Women's work on the ground are developed in collaboration with programme managers to enhance UN Women's resource mobilization efforts.
6. Facilitate CO, donor and journalist’s visits to WFP AO operations and help to build appropriate stories related to WFP operation in Uganda.
7. Help develop a communications strategy to publicize WFP’s work in AO, contributing to knowledge among beneficiaries and the public (includes working with development and cooperating partners for more WFP visibility at distribution points).
8. Assist in implementing public information and advocacy strategies developed at the Country Office.

KEY ACCOUNTABILITIES (2/3)
1. Support RBN and CO information unit/donor relations unit as needed e.g. messages or photographs for funding proposals and reports.
2. Produce photographs, videos and interviews of beneficiaries or stakeholders when required by the Head of Field Office or by Country Office Public Information unit in order to illustrate the humanitarian needs and to promote the WFP response.
3. Provide support to the Area Office to address critical information and reporting requirements from the Country Office.
4. Liaise with other WFP units and partners to obtain detailed information on humanitarian situation in the field and WFP response.
5. Provide regular inputs from the field situation reports (SITREPS) and monthly operational reports, summarizing WFP activities.
6. Compile information and data required for other operational reports, donor briefs, maps and other informational tools or products.
7. Prepare status and progress reports, including weekly situation reports and adhoc briefs covering operational activities and provide timely update to the Country Office on humanitarian situation developments from the region.
8. Procure and deliver core publications, communications and branded products and services, working with service providers and enforcing corporate standard processes to provide cost-effective, quality and timely services to WFP.

KEY ACCOUNTABILITIES (3/3)
1. Support WFP reporting to UNAC/ASMT and other relevant working groups with UN agencies and other humanitarian partners on behalf of Area Office.
2. Ability to support formulation, implementation, monitoring and evaluation of development programmes and projects
3. Knowledge of Results Based Management and PRA principles and approaches is an added advantage
4. Ability to maintain networks and partnerships with UN agencies and other international partners to promote partnership and build alliances to advance organizational interests and competencies
5. Supports relevant, high-impact advocacy activities and campaigns with key partners.
6. Collects knowledge on current and emerging trends by gathering relevant information on programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices.
7. Contributes to knowledge networks and communities of practice

STANDARD MINIMUM QUALIFICATIONS
1. Advanced University degree in Communications, Economics, International Development, Gender and human rights related disciplines, Social Sciences or related field.
2. Minimum 3-4 years of relevant experience at the national or international level with development, planning and management of social development programmes, including some experience in other developing countries.
3. Practical experience in the adaptation and application of communication planning processes to specific programmes.

OTHER SPECIFIC JOB REQUIREMENTS
1. Demonstrate a high level of proficiency in WFP communications and public relations operating standards.
2. Has provided input into policy discussions and decisions as well as excellent influencing and communication skills, both written and verbal
3. Fluency in both oral and written communication in English and WN Local languages/dialects is a plus

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
1. Minimum 3-4 years of relevant experience at the national or international level with development, planning and management of social development programmes, including some experience in other developing countries.
