With more than 40 years of experience forging multisector partnerships, and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

For close to two decades, PATH has been assisting Uganda’s health sector through partnerships with local and national governments, community organizations, civil societies and the private sector to build capacity to improve the health and wellbeing of Ugandans. We built our core strengths in vaccines and immunizations, working to introduce new vaccines while supporting the routine activities. We have worked with key stakeholders in the evaluation and introduction of health technologies and tools to improve health. Other strategic objectives include improved health outcomes for women and children, strengthening implementation science around selected areas such as introduction of self-care products and services such as DMPA-SC self-injection and HIV self-testing. Other activities have centered around contribution towards improved global health through infectious disease detection and surveillance programs as well as improved infection control in the country.

We are seeking to recruit a Country Director for our Uganda Country Program. The Country Director is responsible for business development to enable a diversified and sustainable portfolio and for quality execution of solutions and projects across all of PATH’s platforms. She/he will also develop and nurture partnerships to ensure local to global impact wherever possible. This role will represent PATH locally, regionally and internationally and elevate our standing as the leading NGO in global health innovation, especially in the development and commercialization of devices, diagnostics, drugs, vaccines and program services.

The Country Director mobilizes the technical, programmatic, and operational resources and expertise to meet country needs. She/he is responsible for PATH’s organizational strategy to harness strengths across teams to maximize our impact and value at the country level. This will be accomplished through strong leadership to ensure programs are executed with the highest quality, have a sustainable program design and pipeline, demonstrate value for money, and ultimately improve the health of targeted populations.

The Country Director will also be a key leader in Global Innovation efforts, particularly focused on fostering East African innovation ecosystems. This will involve collaborations with academia, Government, multilateral donors, private sector, NGO, and corporates.

Specific Duties:
Lead, direct and oversee PATH’s work in Uganda and contribute to PATH Uganda’s overall strategic and organizational development. Specifically:
• Work with the PATH staff in Uganda, regional and global teams to support the execution of the Uganda Country portfolio.
• Establish and maintain effective working relationships with Ministry of Health, partners including CSOs and current and potential donors.
• Co-ordinate PATH’s participation in key policy fora including TWGs and other technical and coordination bodies nationally and regionally both within the Government of Uganda’s MOH and other relevant ministries and NGO/CSO coordination bodies working closely with project directors.
• Support Business Development: work with the hub, regional and global teams to identify and respond to potential opportunities and assist in the expansion and diversification of PATH’s portfolio.
• Provide technical support and oversight to specific projects as in consultation with global program teams and project directors.

Required Experience
• Advanced degree in public health, medicine, business or related field, and a minimum of 12 years of experience that includes advanced technical competency in one or more of the following areas: Health systems, maternal child health and nutrition; HIV/TB; non-communicable diseases; sexual and reproductive health and rights; or technology innovations such as digital health; vaccine and immunization. A combination of education and experience will be considered.
• Demonstrated success serving in an executive or senior leadership role, overseeing all the functions and operations of the entity.
• Proven record of business development, resource mobilization, and partnership building in a competitive landscape.
• Proven ability to develop business and organizational vision by implementing a strategic roadmap.
• Record of accomplishment in successful networking as well as effective interactions with donors and collaborating agencies, including private, public, government and non-profit entities.
• Knowledge in development of new health technologies, product development, and implementation of programs in low resource settings.
• Knowledge of in-country needs and opportunities,
• Effective leadership skills and progressive people management experience, including managing through senior leaders, systems and processes.
• Ability to effectively scope problems, anticipate and pre-empt emerging issues and make decisions with conviction even in highly ambiguous contexts.
• Reputation as a flexible team player with the ability to forge alignment in a matrix organization and effectively collaborate across boundaries and teams.
• Record of accomplishment in creating and leading high-performing and adaptable teams across cultures and geographies and mentoring global health professionals at different career stages.
• Proven ability to oversee leaders that are responsible for the conceptualization and design of projects from proposal development and fundraising strategies to program delivery and monitoring and evaluation.
• Knowledge of global health trends as well as Uganda’s health systems and health sector approaches.
• Demonstrated emotional intelligence, discretion and strategic agility.
• Fluent in English with excellent written, oral, and interpersonal communication skills.
• Willing to travel internationally and domestically up to 25%.
