JOB DETAILS:
Rakai Health Sciences Program is a collaborative Bio-medical research and service delivery organization. It strives to improve the quality of life of the local population through a combination of community-based research, curative services and prevention strategies in the district of Rakai, South Western Uganda.
DEPUTY CLUSTER COORDINATOR - 1 POSITION (SSEMBABULE)
The Deputy Cluster coordinator Sembabule office will provide leadership the RHSP field teams based in Sembabule district ensure that all project activities are implemented in line with funders & MoH guidance. He /she will ensure delivery of quality HIV/AIDS care and treatment services clients by providing technical support the DHTs and health facilities in Sembabule in addition supporting health system strengthening interventions in the district..

ESSENTIAL JOB FUNCTIONS:
• Provide Technical and administration oversight of project activities and supervision for project teams in Sembabule district in liaison with the cluster coordinator Sembabule.
o Support Joint work planning & budgeting with the staff in Sembabule district.
o Support performance management (achievements against targets Vs costs) in Sembabule
o Support staff administration, logistic management including transport in Sembabule.
o Lead and support the other RHSP technical assistance team members based in Sembabule
o meet their outputs
• Work as a medical officer in Sembabule district by performing the following activities:
Coordinate and support training for health workers in HIV/AIDS care and related fields
o Mentor the clinicians
o build their skills in the examination, diagnosis and treatment for HIV/AIDS clients at all facilities
o Provide support and HIV/AIDs specialized support for care for clients in supported districts as required
o Support and coordinate health workers conduct CME sessions at the facilities
o build their capacity in HIV/AIDS management.
o Coordinate and support counsellors
o strengthen provision of daily of health education
o clients.
o Support health workers implement quality improvement activities in HIV/AIDS related fields
o Advocate for the rights of clients through mobilization and referral for support and other means as and where necessary.
o Other duties as may reasonably be assigned from time

KNOWLEDGE AND EXPERIENCE
• Bachelor’s degree of Medicine and Surgery, Public Health and other related courses
• Full and active registration with the UMDPC
• Additional training in HIV/AIDS care will be an added advantage
• 3 years’ in service in a busy HIV/AIDS clinical setting.
• Technical Knowledge of HIV/AIDS and ART
• Clinical skills, Counseling skills, Interpersonal skills
• Communication skills (both oral and written)
• Teamwork skills
