CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central and eastern Uganda. CRS’ projects in Uganda currently include agriculture, health, microfinance, peacebuilding and youth. CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability. .

Job Summary:
You will be responsible for financial and administrative aspects of the project, including overseeing leveraging, cost-share, accounting for other illustrative activities/ investments, overall accounting, subgrants, small-grants, and financial capacity building of FBOs/CBOs/PNFPs, advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable. The Business Official will establish and maintain sound financial management practices and ensure the project’s compliance with CRS and US federal procedures, rules and regulations.
Job Responsibilities:
• Provide leadership to finance and operations aspects of the project, including general administrative processes, financial management, subaward management, accounting, and logistics.
• Establish and maintain sound and transparent accounting and fiscal control procedures for financial, subaward and operations aspects of project.
• Ensure compliance of financial and operations systems with CRS policies and procedures, CDC rules and regulations, award requirements, and Government of Uganda laws.
• Develop, analyze and monitor program budgets; monitor and track obligations and expenditures against budgets.
• Manage project procurement processes.
• Advise senior leadership regularly on financial and operations-related matters.
• Work with local organizations to build finance and administration capacity.
• Prepare and submit annual and quarterly financial and accrual reports to the funder.
• Contribute to the development of high-quality work plans, quarterly and annual reports, financial reports, and any other reports required by the funder.
• Liaise with internal and external auditors in the review of project financial management.
• Supervise other project-based administrative, finance, procurement, administrative and contract & grants staff.

External: Government ministries; local organizations including but not limited to HIV/AIDS health facilities and FBO/CBO/PNFP implementing partners, implementing partners.

Typical Background, Experience & Requirements:
• Master’s degree in financial accounting, MBA, or similar related master’s degree from an accredited university/college.
• At least 10 years of progressively responsible experience in the accounting and financial field.
• Significant supervisory experience.
• Demonstrated experience managing a complex small grants program.
• Experience in teaching and/or capacity building NGO financial accounting and sustainability skills.
• Five to seven years’ experience in financial management of USG assistance programs of similar size, complexity and setting.
• Expertise in USG cost principles, rules and regulations and applying these in program decision making.
• Demonstrated experience in supporting and working with program technical staff to ensure resources are used efficiently and to accurately account for expenditures.
• Demonstrated experience in managing subgrants including risk assessment.
• Knowledge in generally accepted accounting, budgeting and fiscal control principles.
• Demonstrated experience and skills in developing and managing large budgets.
• Ability to work independently and manage a high-volume workflow.
• Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
• Excellent interpersonal, writing and oral presentation skills in English.
• Computer literacy with competency in MS Word and Excel.
