JOB TITLE: National Technical Assistant-Data Manager
DUTY STATION: KAMPALA

Enabel, the Belgian Development Agency, together with different Government Ministries, are implementing the bilateral Do-operation between Uganda & Belgium. In the framework of the Result Based Financing (RBF) projects implemented by the Ministry of Health & and Enabel in Uganda, one (1) National Technical Assistant-Data Manager will be recruited with the role described below,

The successful candidate will work under the authority of the International Health Financing Expert and will be functionally integrated in the RBF Unit of the Ministry of Health.
Overall objective of the position: Support the institutionalization and the scale up of the of the RBF program in the health sector of Uganda
Location: Kampala with up to 50% of the time visiting health facilities located in West Nile and Rwenzori region.

Major Roles and Responsibilities:

• Upgrade the RBF information system (IS) and processes as required for enhanced functionality and security issues resolutions.
• Administrate the IS infrastructure, including access rights and credentials, the database, firewalls, malware protection, and other processes.
• Manage the configuration and operation of the RBF IS system and provide technical support for hardware, software and connectivity issues by providing on-site support to health facilities in various regions.
• Monitor the system daily and respond immediately to security or usability concerns,
• Respond to and resolve help desk requests by providing both online support and on-site visits where needed.
• Develop and maintain a user-friendly dashboard with key indicators on RBF, according to programmatic needs at different levels
• Extract and produce summary table and graphs for ad hoc programmatic reporting needs
• Develop a management dashboard on timeliness of Invoice submission, quantity and quality verification, payment disbursement,
• Establish a close collaboration with the HMIS and other existing IGI programs on data sharing and design a strategy oi Integration with existing IGT systems .
• Provide on-the job training and coaching on data use and analysis of the online RBF information system;
• Develop and update guidelines on user rights access at different levels
• Establish rules and procedures for data sharing within the Ministry RBF unit as well as the Project partners;
• Ensure efficient and effective communication with the RBF team at the Ministry of Health about data changes and requirements;
• Formulate management techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data;

Education & Experience:

• University degree in Statistics, Computer Science, Computer Engineering, Economics plus other related fields;
• Advanced / Master's degree in Computer Science, Information and Data Management;
• Proven experience of 6 years in data Administration, management and analysis, preferably using the DHIS2 platform

Person Profile:

• ICT skills
• Advanced skills in: ICT-maintenance, set up oi ICT-equipment & software and-programming skills;
• Skills in designing digital solutions and hands on implementation of ICT;
• Familiarity with modern database and information system technologies; '
• Proficient in MS Office (Excel, Access, Word and PowerPoint);Interpersonal
• Strong communication and interpersonal skills
• Excellent communication and collaboration skills;
• Excellent organizational, coaching and training skills.
• Taking initiative and creativity: Recognizing opportunities and acting on them; self-starter, coming up with original solutions for job-related problems, devising new methods of work and solution oriented;

SALARY PACAKAGE
Enabel will otter a competitive salary package with a gross monthly income of between UGX 8,000,060 and UGX 9,000,000 depending on the relevant years of work experience, medical insurance plus a 13th Month; compulsory package.
