Mercy Corps has been operating in Uganda since 2006 and works to catalyze change through the Ugandan private sector, civil society and government to create resilient, economically inclusive, healthy, and secure communities. Our work focuses on building resilience and enabling economic growth, improving opportunities to attain better health and nutrition, improving governance and conflict management, and bridging humanitarian response with longer term development outcomes. We implement programmes in Acholi, Karamoja and West Nile Sub-regions, as well as eastern Uganda and the greater Kampala area with funding from USAID, Sida, US State Department, SDC, DFID, CSSF, as well as other private donations.
Mercy Corps is implementing a multi-year, conflict prevention and stability programme, known as Collective Resilience Against Extremism (CREATE), funded by the UK Foreign and Commonwealth Office through the Conflict, Stability and Security Fund (CSSF). The programme seeks to engage local and national governments and local civil society organizations and communities to mitigate conflict and instability in East Africa. This is to be achieved through support to policy initiatives, community engagement, and support to civil society organisations. The programme is being implemented by a consortium led by Mercy Corps Kenya across five countries, i.e. Kenya, Tanzania, Uganda, Ethiopia and Mozambique. Strategies are adapted to the context and opportunities in each country to advance research, policy formulation, legislation and field implementation of programme activities.

CREATE seeks to achieve three outcomes:
Outcome 1: Targeted at-risk individuals in violent extremism hotspots and/or hotbeds, are less at risk of radicalisation and recruitment by violent extremist groups.
Outcome 2: Key non-state influencers and partners are better able to respond effectively to prevent or counter radicalization and recruitment by violent extremist groups.
Outcome 3: Government actors have increased capabilities to constructively engage other stakeholders to prevent radicalization and recruitment by violent extremist groups.

General Position Summary
The CREATE Programme Coordinator is a senior officer that represents the programme in Uganda and works with line ministries such as Ministry of Internal Affairs to implement activities in the country. S/he leads the planning and execution of programme activities in liaison with CREATE Team Lead, and Deputy Team Lead; ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision making. S/he is responsible for coordinating partners funded by CREATE, and oversight of any programme activities at the community level. S/he will maintain excellent government and donor relations, leading on work to build the capacity of National Techncial Committee and the Secretariat on Prevention and Countering Violent Extremism in Uganda, and responsible for regular briefing to the British High Commission and Ministry of Internal Affairs. .

ESSENTIAL JOB FUNCTIONS:
Programme Management
• Provide leadership and strategic vision to the programme in close coordination with the Country leadership team and and CREATE Deputy Team Leader, based in Nairobi.
• Design programme interventions that build capacities of government and civil society instructions working in areas of PCVE.
• Oversee learning processes led by CREATE’s Knowledge and Learning Partner, Wasafiri.
• Regularly review the Uganda Strategic Engagement Plan and update it.
• Ensure that programme implementation is responsive to communities and partners, and aligned with Mercy Corps’ principles, values and strategic plan.
• Ensure programme implementation is on time, target and budget, using effective M&E systems to reach desired impacts.
• Monitor adherence to contract agreement, Mercy Corps policies and procedures and relevant external rules and regulations.
• Oversee the identification, onboarding and performance of sub-contractors and sub-grantees.
• Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
• Implement and model Mercy Corps’ philosophy of social entrepreneurship and leverage Mercy Corps’ best practices.
• Coordinate with finance and operations staff to ensure operational systems are in place to support field activities including logistics, procurement, security, administration and human resources.
Coordination and Representation:
• Represent the Programme at government, British High Commission, NGO and other relevant events in the field, in close coordination with the Country Leadership team and CREATE Deputy Team Leader.
• Coordinate activities with the sub contractors, local government and other implementers, as well as with other Mercy Corps programmes.
Team Management
• In close partnership with the Deputy Country Director and Team Leader, create a work atmosphere conducive to professional growth and development of excellent personnel at all levels.
• Ensure any CREATE team members are effectively using performance planning and management system, establishing performance expectations and regularly providing constructive feedback.
• Promote accountability by conducting staff annual performance reviews with direct supervisees, and ensuring that supervisory staff do the same.
Security:
• Work closely with the regional and country-level security focal points to develop and maintain systems that ensure the safety and security of the team in all aspects of its work.
• Ensure that programmes are designed and implemented with a clear analysis and understanding of security management priorities.
Organizational Learning
• As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries
• Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

SUPERVISORY RESPONSIBILITY: Sub Contractor staff, Consultants
ACCOUNTABILITY:
REPORTS DIRECTLY TO: Deputy Country Director
WORKS DIRECTLY WITH: CREATE Team Leader, Deputy Team Lead, Director of Policy and Governement Engagement, MEL manager, Contract Director , HQ Technical Unit.

KNOWLEDGE AND EXPERIENCE:
• Bachelors Degree in conflict management, social sciences, international development, political science, or other related field preferred.
• Minimum five (5) years of relevant professional experience managing and implementing complex conflict management projects.
• Experience in institutional systems strengthening especially with government and civil society entities
• Demonstrated ability to work effectively with communities, civil society, local government representatives, donors and other stakeholders
• Demonstrated ability to communicate effectively in English, both verbally and in writing
• Demonstrated flexibility and creativity in planning and problem solving.
• Proven ability to learn quickly, lead a program to achieve stated results and objectives.

SUCCESS FACTORS:
The successful candidate will have excellent verbal and written communication skills. S/he will be able to establish good inter-personal relationships and network, and have already established relationships with and/or substantive knowledge of key players in East Africa.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:
This role is base in Kampala, Uganda with approximately 25% travel to Eastern Uganda and sometimes to countries within the region where CREATE operates (Kenya, Uganda, Ethiopia, Tanzania and Mozambique ). Travel may be to insecure locations with limited access to basic amenities. Kampala is an accompanied location suitable for spouse/partner and/or dependents. Housing is in individual accommodation with freedom of movement beyond the house/office.
Mercy Corps team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and Mercy Corps’ policies, procedures and values at all times and in all in-country venues.
