Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in South West Area Office and Arua Area Office with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

We are seeking qualified individuals for the position of Programme Policy Officer-Food Systems and Agricultural Market Support),SC8 to be based at South West Area Office.

ORGANIZATIONAL CONTEXT
These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE
The Programme Policy Officer - Food Systems/ Agriculture Market Support (Livelihoods) under direct supervision of the Head of Programme, will provide support to Policy and Programme activities that effectively meet food assistance needs of Persons of Concern and other vulnerable groups under the South West Area Office, overseeing implementation in 3 Satellite Offices

KEY ACCOUNTABILITIES (1/1)
• Provide technical advice to the Area Office on WFP Asset Creation and Livelihood programming and Agriculture Market Support Programme (overall Food systems) including design, budgeting, planning, monitoring, and evaluation.
• Strengthen programme integration and synergies especially linkages between Assets Creation, Livelihoods, Agriculture Market Support, General Food Assistance, Nutrition, etc.
• Provide technical guidance to the Area office on the Agriculture Market Support, Asset Creation and livelihood activities implementation.

• Support the engagements with other agencies/stakeholder including Makerere University to roll out the Three-Pronged Approach (3PA) as part of the NEPAD ARCH

KEY ACCOUNTABILITIES (2/2)
• Support the engagements with other agencies/stakeholder including Makerere University to roll out the Three-Pronged Approach (3PA) as part of the NEPAD ARCH.
• Coordinate the 3PA region wide rollout plan with technical guidance from WFP Outcome and Activity Managers and in close collaboration with relevant ministries, including MGLSD, OPM, etc.
• Identify technical knowledge gaps in Livelihood/Food for Assets/ AMS among the WFP staffs and Cooperating Partner staff and provide tailored trainings, coaching and mentorship to enhance effective implementation and monitoring of the said programmes.
• In collaboration with the respective Satellite Offices and CPs, develop a database for all resilience sub-projects, understand their status and conduct a SWOT analysis for informed decision-making.
• Develop appropriate agricultural livelihood options and methodologies that can be used to inform sustainable HISP sub-projects and scalability.
• Any other duties as assigned.

STANDARD MINIMUM QUALIFICATIONS
The ideal candidate for PPO – Livelihoods and Agricultural Market Support (Food Systems) job placement should hold an advanced University degree in International Affairs, Economics, Nutrition/Health,
Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses

OTHER SPECIFIC JOB REQUIREMENTS
Desired experience
• A minimum of six (6) years of relevant working experience in either of the following fields: Livelihoods, FFA, Agriculture and Market support, Food systems, Humanitarian intervention, Refugee Operations and Community Engagement.
• Previous experience in implementing technical programs (i.e., Asset Creation and Livelihoods, GFA, Nutrition, AMS, etc.).
• Prior experience in implementing programmes and providing input into designing operations.
• Experience in providing input into policy discussions and decisions.
• Excellent influencing and communication skills, both written and verbal
• Very good training skills, hardworking, calm, mature, logical, culturally sensitive, result-oriented and interest in humanitarian development work.
Languages:
Fluency in both oral and written communication in English. Local languages/dialects are a plus.
