A Brief on the Company
The Uganda Electricity Transmission Company Limited (UETCL) is responsible for bulk purchase of electricity from the generating companies and selling the electricity in bulk to the distribution companies throughout Uganda. UETCL is also responsible for all exports and imports of electricity to Uganda.

Our Mission is: “To buy, transmit and sell quality bulk power.” Background Uganda Electricity Transmission Company Limited has received financing in the amount of US$ 83.75 million (United States Dollar eighty-three million, seven hundred and fi ft y thousand) from the Islamic Development Bank (IsDB) toward the cost of the 132 kV Mirama – Kabale electricity transmission line and distribution project, and it intends to apply part of the proceeds toward payments under the contract for works for plant, Design, Supply and Installation of 132kV Mirama-Kabale Transmission Line and associated substations. The project covers part of the South-western region of Uganda. The project shall extend the national electricity grid by construction of approximately 85 km of 132kV transmission line backbone from the Mirama 132/33kV substation to the proposed new 132/33kV – 2 x 40 MVA substation in Kabale town; 904 km of 33kV lines and 131 km of Low Voltage (LV) network in 121 villages. The construction period is eighteen (18 months).

JOB DETAILS:
UETCL seeks suitably qualified Ugandans to immediately fill vacancies of:
The position, located at Head Office
 Annex reports to the Principal Environment Officer and its primary purpose is to operationalize the safeguard monitoring plan, monitor implementation of the environmental and social mitigation measures, liaise with all relevant authorities for proper and timely project implementation and carry out any other duties as may be assigned to him from time to time by the supervisor to meet the future demand in line with company objectives.

MAIN DUTIES

  •  Participate in the procurement of the supervision consultant and contractor to ensure that safeguard issues are covered adequately.
  •  Operationalize the safeguard monitoring plan in line with the contract requirement.
  •  Supervise the proper implementation of the environmental and social mitigation measures.
  •  Liaise with relevant Authorities (NEMA, NFA, UWA, CGV etc) to ensure adequate implementation of all requirements in line with donor and Ugandan safeguard policies and laws.
  •  To assist the senior safeguard offer to liaise with the line ministries (MEMD) and Ministry of Finance; and any other relevant authorities for proper implementation of the project to ensure timely completion.
  •  Participate in environmental audits which may be required in substation, transmission lines before, during and after project completion.
  •  To ensure ecological and social aspects relating to land acquisition and compensation processes comply with set safeguard plans as well as approval requirements. And carry out any other duties as may be assigned from time to time.

THE PERSON SPECIFICATION
The desired persons should have the following essential requirements.

  •  Degree in Environmental Science or equivalent qualification.
  •  Experience of three years in similar assignments and more specifically supervision of works and projects.
  •  Significant experience with donor funded projects and reporting practices.
  •  Must be computer literate.
  •  Must have good supervisory and interpersonal skills.
  •  Must have good analytical and communication skills.
  •  Must be able to withstand stressful work situations and have willingness to work for long hours outside the official working hours.
  •  A person of high integrity, motivated, innovative and a committed team player.
  •  Must possess a valid National Driving Permit.

TERMS OF EMPLOYMENT AND REMUNERATION
For positions mentioned above:

  •  Appointments are on two (2) year contracts renewable based on performance.
