Primary Purpose:
This is a full-time position within ARDU which strategically utilizes CWS RSC deployments to UNHCR offices with the goal of increasing referrals and managing cases in the pipeline for the U.S. Refugee Admissions Program (USRAP) in Africa. The primary function of the Resettlement Expert Level 1 is to support the goals of ARDU through temporary deployments to UNHCR offices throughout sub-Saharan Africa. Tasks to be completed while on deployment will be determined in the Terms of Reference (TOR) for each deployment and will include activities that support refugee resettlement, including interviewing and writing resettlement referrals to the USRAP.

Essential Duties:
• Travels on deployments to UNHCR offices on short notice, including to refugee camps;
• Conducts resettlement interviews with identified cases in line with UNHCR Resettlement Guidelines and country-specific Standard Operating Procedures (SOPs);
• Makes assessments and contributes towards identifying resettlement cases, including case verification, and completing the UNHCR Resettlement Registration Form (RRF) for the identified cases in line with ARDU SOPs and guidelines;
• Conducts Level 3 Registration (L-3 Reg.) interviews for the collection of applicants’ bio-data information for the UNHCR Resettlement Registration Form (RRF) Sections 1, 2 and 3;
• Participates in file reviews and compiles interview lists for UNHCR Profiling exercises. Conducts profiling interviews of UNHCR identified caseloads in line with UNHCR guidelines;
• Conducts resettlement interviews and completes RRFs for review;
• Verifies existing refugee registration data and ensures timely updates of all case files and database records per UNHCR guidelines;
• Process cases that have been deferred by CWS RSC Africa based on case changes or concerns;
• Completes and updates all case files and database records per UNHCR Resettlement Guidelines;
• In the field, undertakes additional work related duties as agreed upon by the ARDU Management in consultation with both the UNHCR Supervisor and ARDU deployee;
• Maintains current knowledge of refugee situations and the population served in sub-Saharan Africa;
• Responsible for ensuring that ARDU staff resources such as Country of Origin Information, current practices and approaches in RRF Writing and Deferral processing are updated;
• Available whilst on deployment to answer any specific technical questions raised by UNHCR or CWS RSC Africa colleagues regarding USRAP processing;
• Actively participates as a member of the UNHCR team and complies with UNHCR’s security requirements;
• Submits regular reports to ARDU Management in line with deployment goals and objectives and communicates challenges related to casework, logistics and relationship with partners to ARDU Management in a timely manner;
• Contributes to the development of deployment training topics, procedures and implementation;
• Undertakes additional assigned duties while in the field or at the CWS RSC Africa office to support ARDU and RSC Africa, including administrative tasks;
• Any other duties as assigned.

Qualifications:
Experience:
• Four (4) years of work experience is required;
• Six (6) months related experience is required, including in a developing country in a relevant work area (e.g. assisting refugees in a resettlement context, casework, preparing refugee resettlement referrals, etc.);
• Previous or current experience with ARDU or other deployment schemes preferred.
Skills:
• Demonstrated knowledge of UNHCR/ USRAP and resettlement processes;
• Knowledge of international legal framework governing refugees, human rights/ human rights law required;
• Excellent interviewing and counseling skills;
• Excellent drafting, writing and analytical skills;
• Written and spoken fluency in English;
• Secondary language skills, such as French, Arabic and other African regional languages (other than Kiswahili) is required;
• Previous assessment/ monitoring and evaluation skills preferred;
• Strong interpersonal and diplomacy skills;
• Strong computer skills, in particular with Microsoft Office applications;
• Excellent organizational and time management skills.

Education & Certifications:
• Bachelor’s Degree in a related field of study (preferable focus in international affairs, law, refugee law, human rights or social work) or four (4) years of work experience in lieu of a Bachelor’s degree is required;
• Master’s Degree in a related field of study preferred (preferable focus in international affairs, law, refugee law, human rights or social work).

Senior Resettlement Assistant

The primary function of the Senior Resettlement Assistant is to support the goals of ARDU through temporary deployments to UNHCR offices throughout sub-Saharan Africa. Tasks to be completed while on deployment will be determined in the Terms of Reference (TOR) for each deployment and will include activities that support refugee resettlement, including interviewing and completing deferrals, registration and profiling activities for referrals submitted to the USRAP.

Essential Duties:
• Travels on deployments to UNHCR offices, primarily UNHCR Uganda offices, on short notice, including to refugee camps and settlements.
• Process cases which have been deferred by CWS RSC Africa for further UNHCR action to continue processing, following up previously worked on ARDU cases not submitted to USRAP as well as other types of deferrals.
• Communicate regularly with the ARDU Supervisor and relevant CWS RSC Africa units regarding case updates.
• Conducts Level 3 Registration (L-3 Reg.) interviews and the collection of applicants’ bio-data information for RRF Sections 1, 2 and 3. Verifies existing refugee registration data and ensures timely updates of all case files and database records as per UNHCR guidelines.

Report to: Programme Quality Director

Purpose of the position:
To provide guidance, evidence and representation on behalf of WV Uganda in mainstreaming of gender and social inclusion (including disability) programming in both national and programme/ project level planning & operations in line with World Vision partnership and World Vision Uganda strategic directions and policies.

Key Outputs/Responsibilities.
Gender & Social Inclusion programming / mainstreaming (50%)
Develop and roll-out gender sensitive approaches and guidelines that direct gender mainstreaming in planning, implementation, monitoring and evaluation of World Vision programmes / projects.
Build the capacity of WVU staff and partners in gender analysis skills and gender programming tools to enhance gender mainstreaming in Programmes / Projects
Provide Technical support to Gender integration in programme development designs, baselines, evaluations and assessments
Participate in strategy monitoring and reporting
Coordinate processes of research, documentation and regular sharing of best practices and innovations for learning and policy influencing at the local, national regional and international levels
Management of global gender dashboards ensuring Compliance to WV standards (10%)
Organizational Gender Self-Assessment conducted
Lead and Guide processes of reviewing the gender policy, gender score cards & gender alignment by technical programmes partnership standards
Maintain gender global minimum standards maintained as within required standards

External engagements and collaboration (15%)
Build and nurture strategic partnerships, networks and coalitions with line ministries, development partners, donors, civil society organizations, and private sector to lobby and influence gender responsive policies, laws and funding.
Participate in national gender networks and forums like Ministry of Gender, Labour and Social Development engagements, The National GBV Prevention Network, the Gender Working Group of Forum for Education NGOs, The Adolescents Girls’ Campaign Task Force, among others.
Build and publish evidence of impact for Gender mainstreaming

Resource mobilization (15%)
Develop fundable proposals for gender and inclusion Projects
Contribute to development of sector based fundable proposals

Disability and inclusion (10%)
Establish and strengthen partnership and collaboration for effective disability inclusion at all levels

Qualifications: Education/Knowledge/Technical Skills and Experience.
• Minimum of a degree in gender and development studies, social sciences or related discipline.
• Minimum of 5 years of experience in the gender programming; most preferably related to food security, livelihoods, health, education, and child protection
• Experience working with a variety of stakeholders and partners related to gender equality and disability, including UN agencies, Governments and civil society organizations.
• In-depth knowledge and understanding of gender, age, disability and other socio-cultural factors that influence development
• Demonstrated capacity to lead in the collection, gender analysis, and utilization of information from a broad range of sources in order to ensure effective integration of gender and disability concerns throughout the Programme/ project cycles
• Ability to foster commitment and build capacity among activity staff and in-country actors on gender integration and empowerment, including training and workshop facilitation skills and experience

• Quarterly engagements with RC guardians on program implementation and key CWB issue status and action points shared with the PM


Urgency for Execution

• 100% of all monthly activities for the TPs implemented for all the 12 months evidenced by the monthly reports.
• All outputs attaining quarterly targets of more than 90% with evidence of discussion with stakeholders.

We currently work in 43 districts and have 48 Area Programmes implementing projects in health & nutrition, water, sanitation & hygiene (WASH), livelihoods & resilience, education and child protection. Due to expansion in scope of our programmes, we are now seeking for a qualified and passionate individual willing to share in our vision and join the team in the following role.
Position: Faith and Development Programme Officer
Report to: Faith and Development Manager

PURPOSE OF THE ROLE
The position supports the Faith and Development Manager in providing technical expertise and guidance for the successful integration, implementation monitoring and evaluation of World Vision’s Faith and Development modules into World Vision Uganda programming to ensure improved wellbeing outcomes for the children in Uganda. Specifically, the position reinforces the Faith and Development Manager in providing technical support to the APs and grant projects in planning, designing, implementing and evaluating projects and programs to ensure strategic integration with context-based Christian Commitments with focus on Church Partnerships, Inter-faith engagement, Prayer and Discernment, Spiritual nurture of children and Faith and Development Core Program Models such as Channels of Hope, Celebrating Families and Empowered World View.

KEY RESPONSIBILITIES
Faith integration in strategy and Technical Programmes
• Take part in the provision of technical guidance for integration of Channels of Hope models, Celebrating Families, Empowered World View and Becoming One in technical programmes.
• Support the Faith and Development Manager and Resource Development teams to in resource mobilization to ensure adequate funding for faith and development interventions.
• Disseminate Faith and development guidelines that will support delivery of the Child Protection and Participation Technical Program objectives throughout the strategy period appreciating the unique contexts where the Technical Programme will be implemented.
• Provide effective technical support to program and project teams in the roll out of World Vision Partnership and other recognized and approved Faith and Development models, approaches, Campaigns etc. (such as Empowered World View, Spiritual Nurture of Children, Channels of Hope, Celebrating families etc.) as envisaged in the National strategy.
• Support accountability and institutionalization of Faith and Development in WVU through the application of Faith and Development modules in programming.
• Support the development and review of child sensitive Faith and Development programming/planning guidelines and business processes and ensure integration into programmes and projects.
• Enhance skills and capacities of staff and partners in Faith and Development strategies, models and approaches in the Technical Programs.
Capacity Building
• Training on various core project models and modules
• Take stock of the AP Managers’ and Faith and Development interventionists such as Field trainers’ performance enhancement and competence related needs and make appropriate recommendations for addressing them.
• Provide guidelines to APs for planning and budgeting for Faith and Development Models and interventions.
• Develop and circulate reporting templates for tracking implementation and impact of Faith and Development interventions.
• Take part in the preparation of quarterly and annual impact reports for internal and external sharing.
• Support the Faith and Development Manager in providing technical guidance for integration of Faith and Development Models (Channels of Hope, Celebrating Families, and Empowered World View) in the technical programs.
Partnerships with Churches, Para-church institutions and Interfaith Engagement
• Support the establishment and cultivation of strategic engagements and partnerships with Church and other Faith Based organizations for contribution to child wellbeing outcomes.
• In liaison with the Faith and Development Manager, engage and build strategic and positive relations with the church, para-church organizations and institutions, supporters, donors and partners to improve their understanding and appreciation of opportunities for engagement with World Vision for Child well-being in the field.
• Facilitate the formation and the strengthening of pastors fellowships in the field areas of operations
• Ensure that WVU programmes and staff engage with the local church for both spiritual development and addressing development concerns at AP level.
• Support the development of mechanisms that document key learnings and promising practices from Church partnerships
• Facilitate the formation and the strengthening of pastors fellowships.
• Support program Staff to facilitate dialogue between Christian, Muslim leaders in Area Programs within fragile contexts to address child wellbeing aspirations, outcomes and targets.
• Facilitate the training of AP staff on interfaith engagement to assure their capacity for contextually appropriate decision making processes and program implementation.
• In liaison with the Faith and Development Manager engage strategy and program effectiveness team to ensure that interfaith engagement has a robust M&E framework.
Spiritual Nurture of Children (SNC)
• Support implementation of SNC in compliance with the Contextualized Spiritual Nurture of Children policy and guidelines.
• Model a Christ like and child friendly example for all AP staff, partners and associates as a premise for the execution of effective Child Spiritual nurture programing.
• Support integration of SNC into the Technical Programmes
• Facilitate the formation of partnerships with church and para-church organizations for the implementation of SNC
Monitoring, Evaluation and Reporting
• Support APs in tracking Faith and Development program implementation and budgeting
• Prepare timely, high quality, professional, accurate and informative reports for internal and external utilization on Staff Spiritual Formation, Church Partnerships, Channels of Hope and Interfaith Engagement
• Participate in departmental planning, and review meetings
• Participate in Integrated Monitoring Visits
• Support monitoring of implementation of Faith and Development programmes
• Map out APs implementing faith and development models and approaches
Resources Acquisition
• Technically support Resource Acquisition & Management (RAM) team to develop proposals/concepts to prospective donors and Support Offices for Faith and Development and integrated Projects in general as per the yearly set targets
Others
Any other duty as assigned by the supervisor or their designee attended to and well performed.

Qualifications: Education/Knowledge/Technical Skills and Experience
• At least 5 years’ experience working in International Development Organizations, Churches and Christian organizations.
• Bachelor’s Degree in Social Sciences, Development or Theology from a recognized institution. Postgraduate education/studies in Development. Training in theology or related field will be an added advantage
• Must have proven analytical, problem solving skills and ability to work with minimum supervision.
• Proven ability to cultivate long term partnerships with faith community
• Experience with international development organization desired.
• Must be well respected in society for Christian values and professionalism
• Should demonstrate ability to work in multicultural, multidenominational and multi-faith environments
• Experience working in the interfaith context.
• Must have proven analytical, problem solving skills and ability to work with minimum supervision.
• Effective in written and verbal communication in English
• Should demonstrate ability to work in multicultural, multidenominational and multi-faith environments
• Must have good interpersonal and communication skills willing to market Faith and Development programmes to donors, collaborating stakeholders and WV marketers
• Must be well respected in society for Christian values and professionalism
• Good knowledge and commitment to WV’s ethos, philosophy of work, and CORE documents.
