The Position
The Business Development Services Manager will centrally identify, develop, monitor, and supervise all business opportunities within the firm’s market scope. This role demands strategic foresight, excellent relationship management skills, and the ability to mobilize internal and external resources to drive growth and expansion.
Your key responsibilities are:
- Design and Market Research & Intelligence Gathering. Continuously monitor market trends, competitor activities, and industry developments to identify potential opportunities for business growth.
- In line with the firm’s strategic goals, ensure that all departments and units develop and maintain a dynamic pipeline of business opportunities, generate deal flow and business sourcing, and provide timely follow-up and conversion for new consultancy business opportunities locally and internationally.
- Proposal Development & Bid Management. Lead the preparation of proposals, expressions of interest, and tender documents, ensuring compliance with client requirements and positioning Steadman Global competitively. The manager will ensure effective sourcing of
- New and existing opportunities available in local newspapers, online development platforms, referral opportunities, and portals.
- Obtaining bidding documentation, e.g., Bid data sheets, prequalification documents, RFPs
- Active follow-up, checks, and balances on the timely acquisition of supporting statutory or any other document requirements, e.g., renewal of licenses, certificates, performance guarantees, bid securities (among others) in collaboration with the respective department heads.

- Build strong strategic partnerships and relationships with existing and potential clients, partners, and stakeholders to foster long-term collaboration and repeat business
- Develop and maintain a high-quality consultant database by continuously identifying and leading engagements with new and existing business partners and technical associate consultants to complement the firm’s internal consulting capacity. This task will bring on board individual consultants locally and internationally, who may require travel to other target market countries to undertake due diligence checks and form such partnerships and relationships.
- Actively distribute all tasks and business opportunities to respective technical departments and teams to generate and ensure quality and timely internal responses.
- Track the performance of business development activities, assess impact, and recommend improvements for greater efficiency and effectiveness. This will involve the development, maintenance, and monitoring of the firm’s Business Opportunity Matrix (OM) to ensure adequate follow-up and 100% response rates to all opportunities as identified in the market.
- Client Engagement & Relationship Management will be key to this role. The manager will ensure timely and adequate communication with the client in response to queries on new opportunities and needs/requirements.
- In collaboration with the core team directors and managers, undertake rigorous quality assurance exercises for all outgoing business development documents.
- Participate in bid opening (technical and financial) and client negotiation processes for all new and existing business opportunities.
- Manage the BDS team’s performance framework, ensuring that each individual is productive to maintain an 80% conversion rate.
- Production of monthly reports, documentation, and updates on business development performance, forecasts, and strategic insights for senior management decision-making.
Job Requirements
- A Master’s Degree in Business Administration, Marketing, Economics, International Development, or a related field.
- Minimum of 5–7 years of progressive experience in business development, preferably in a consulting, professional services, or multinational environment.
- Proven track record in securing high-value opportunities and building strong client relationships.
- Strong analytical, communication, and project management skills.
- Ability to lead cross-functional teams and manage multiple deadlines.
