The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetime. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. In emergencies, WFP gets food to where it is needed, saving the lives of victims of war, civil conflict and natural disasters. After an emergency, WFP uses food to help communities rebuild their lives. On average, WFP reaches more than 80 million people with food assistance in 80 countries annually. The organization has the global footprint, deep field presence and local knowledge and relationships necessary to provide access to food and contribute to lasting solutions, especially in many of the world’s most remote and fragile areas.
In Uganda, WFP currently provides humanitarian and life saving assistance in the forms of food and nutrition assistance to over 900,000 refugees across the 13 refugee settlements in the country, supports smallholder farmer production, market and value chain activities, undertakes school feeding, as well as livelihood and resilience programmes. Through these programme interventions, WFP responds to both the humanitarian and emergency situations in Uganda to meet the needs of vulnerable people to save and change their lives, and to promote inclusion and resilience building.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda as a key partner through its partnerships with government and other key stakeholders at various levels.
KEY RESPONSIBILITIES
- Support the Crisis Response Unit in the implementation and delivery of food and nutrition assistance to both refugees and vulnerable host population leveraging CBT.
- Support in strategic CBT programmatic drive implementation within the Crises Response unit Support CBT programme assurance and its implementation processes.
- Support key stakeholder sensitization and awareness creation activities on CBT as well as training and capacity building/strengthening for staff.
- Support on monthly accountabilities and reconciliations across programme interventions as relates CBT.
- Provide support on CBT pre, in and post monthly distribution activities including monitoring and reporting.
- Provide support on FSP invoice payment processes analysis and review; in close collaboration with Finance for payment.
- Support effective CBT resource management ensuring efficient monitoring across various Programme pipelines to ensure effective funds consumption
- Review, compile and analyze CBT programme activity data of both implementing and cooperating partners, prepare periodic and adhoc reports, in support of programme implementation.
- Support programme implementation across various WFP intervention locations.
- Support in donor proposal and report writing as well as unit factsheets and standard reports Participate in both internal and external coordination and other required meetings.
- Perform any other tasks as may be required.
DELIVERABLES AT THE END OF THE CONTRACT
1. Timely prepared CBT pre, in and post distribution documents across various CRU interventions
2. Updated CBT monthly performance reports on assistance and distributions
3. Completed CBT monthly reconciliations/accountabilities across programme interventions completed within the period.
4. Analysed and finalized FSP payment invoices reports through timely collation of information, analysis, reporting and dissemination of information.
Monitored and reported CBT pipeline and funds consumption for effective resource utilization.
5. Supported to deliver on various CBT programme implementation strategies within CRU
6. Field missions to monitor, provide oversight as well as sensitize and create awareness to stakeholders
QUALIFICATION AND EXPRIENCE REQUIRED
EDUCATION
- Completion of a Secondary School Education and training in one of the following disciplines: Development Studies, Accounting, Business Management, Economics, Statistics or Management Information Studies/Systems, from a recognized university.
EXPERIENCE
- Four (4) or more years of experience in accountancy/audit and reconciliation related work, humanitarian and development programming, report and project/donor proposal writing, coordination and donor proposals and drafting of donor/end of project reports, consolidating information from different sources, sensitization and awareness creation
KNOWLEDGE AND SKILLS
- Good Microsoft Word, Excel, PowerPoint and Access skills
- Ability to perform Statistical analysis, Accounting and Reconciliation
- Programme/Project Management experience especially in developmental and humanitarian programming.
- Ability to implement, under guidance, food assistance programmes deploying the full range of transfer modalities with an understanding of basic principles guiding assessments, modality selection and implementation.
- Broad Knowledge of Specialized Areas: Understands basic technical concepts and data and their relevance to food assistance programmes.
- Excellent analytical and writing skills, as well as strong interpersonal and communication skills
- Ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
- Ability to work in a team as well as under tight deadlines and pressure.
