The IRC is seeking a Construction Supervisor to support an already on-going six-month, emergency, lifesaving integrated protection project to address acute protection risks faced by new arrivals and refugees at heightened risk in Adjumani, Palorinya, Palabek, and Kiryandongo settlements. The project centers on integrated case management to identify and support individuals through coordinated, multi-sectoral services.

Responsibilities or duties

In close cooperation with the Supply Chain team, Field Management, the Construction supervisor will provide day-to-day technical, structural, and administrative engineering support for shelter, infrastructure, water, and sanitation (WASH) facilities. The role balances site supervision with structural drafting, data analysis, and documentation verification. The Construction Supervisor works directly under the Field Manager to ensure that civil work complies with engineering standards, schedules, and strict project designs.

Qualifications or requirements (e.g., education, skills)

Bachelors in civil engineering, Structural Engineering, Infrastructure Engineering, or a highly related technical field.

Registered with Uganda Engineers Registration Board would be added advantage.

Strong communication, problem-solving, project management, and leadership skills are also important for success in the role.

Familiarity with the specific challenges and opportunities of rural development in Uganda, including local materials, construction methods, and cultural sensitivities.

Fluency in written and spoken English and potentially local languages spoken in the targeted rural areas.

Emphasis on sustainable practices, including the use of local materials, environmentally friendly techniques, and water management solutions.

Focus on collaborative planning and implementation that actively involves local communities in the decision-making process.

Establishing mechanisms to track project progress, measure impact, and ensure accountability.

Proficiency in modern CAD applications like AutoCAD, ArchiCAD, or Revit Architecture alongside standard MS Office suites

Demonstrated capability to read blueprints, analyze structural data points, and translate complex drawing profiles for laborers.

Experience needed

Minimum of 2–3 years of practical experience in civil engineering, structural construction, technical supervision, or site planning.

Experience working with district councils in rural infrastructure development and construction

Experience working with INGO or UN agencies would be added advantage.

Relevant experience in rural civil engineering projects, construction management, or related areas is essential.

Supervision of building construction and rehabilitation works, managing contractors and casual work force, and ability to understand and clearly interpret works specifications and drawings

* Review and validate technical designs, blueprints, and Bills of Quantities (BoQs) for civil works. * Provide technical guidance to the Procurement Committee on tendering processes, contractor identification, prequalification, contracting, and termination. * Advise on alternative construction methods, techniques, and materials where proposed approaches are not feasible or do not comply with agreed standards. * Prepare and submit timely site inspection, progress, quality, and risk assessment reports, including technical highlights, within two days after each inspection to support IRC management decision-making. * Guide the process of obtaining building occupancy permits. * Oversee construction activities to ensure compliance with approved designs, drawings quality standards, safety regulations, and project timelines. * Supervise and monitor the daily performance of contractors, casual workers, masons, and participating community groups. * Provide technical expertise and guidance to local communities, government agencies, and other stakeholders involved in project implementation. * Ensure contractors consistently implement safeguarding measures and comply with occupational health and safety requirements on site. * Support coordination of site handover and commissioning processes. * Follow up on issues arising during the defects liability period and recommend corrective actions where necessary. * Inspect sites at the end of the retention period and verify final contractor payments or recommend repair works in line with contractual obligations. * Monitor project material usage and ensure contractors maintain adequate labor capacity and updated site instruction records. * Coordinate regularly with internal project teams, consortium partners, government counterparts, and other stakeholders on infrastructure progress. * Liaise with District Engineering Departments on site allocation and development for school infrastructure projects. * Support and guide joint technical inspections with internal teams and government counterparts at implementation sites.
