Job Description

Project Context and Scope

The overall objective of the project is to contribute to strengthening diaspora engagement in the socioeconomic development of Uganda, particularly through climate action initiatives. This will be achieved by effectively engaging with diaspora communities on socioeconomic development and climate change action through the finalization of a National Diaspora Policy.

To achieve this outcome, the project plans to support the creation of a gender-sensitive Diaspora Policy, which includes a regulatory framework and action plan that considers diaspora engagement and its contribution to climate change action for development. The development of the policy will involve coordination across relevant government Ministries, Departments and Agencies.

Given the landscape of the Ugandan diaspora and the intended intervention, there is a significant need for a gender-sensitive diaspora skills mapping and assessment of Uganda’s diasporas. The aim of the mapping is to identify the skills, capacities, and entrepreneurial and investment aspirations of the Ugandan diaspora. This information will help identify entry points for their engagement in business development in Uganda, with a particular emphasis on the private sector and inclusive climate-smart investment initiatives.

To achieve the above, a consultant will be recruited to conduct the diaspora skills mapping and assessment. This individual will support the development of the questionnaires, coordinate outreach to diaspora communities, and consolidate the findings into a draft report. The draft report will also provide recommendations on ways to engage with the diaspora, outline key priorities and needs among stakeholders, and identify the roles of key stakeholders for engaging with diasporas. This report will be validated in a workshop with relevant stakeholders.

2.Develop questionnaire for the mapping in consultation with relevant
stakeholders.
A fully developed questionnaire is available to IOM.
3.Conduct a consultative workshop to get feedback on the questionnaire for the mapping in consultation with relevant
stakeholders.
Deliverable B: Conduct a diaspora skills mapping and assessment
1.Hold virtual meetings with diaspora communities to collect information on their skills,   needs   and willingness to engage.
05 virtual meetings representing the different continents/regions. 31-Aug-25
2.Conduct data collection for the skills mapping 500 Uganda diaspora members.
3.Consolidate and analyze findings to develop a draft diaspora skills mapping and assessment report, summarizing the questionnaire responses, feedback from diaspora communities on ways to engage and
recommendations
Deliverable C: Conduct a dissemination and validation workshop for the draft diaspora skills mapping and assessment report.

Qualifications

Education

  • Advanced university degree in a relevant field (Political science, Public Administration, Public policy, Social Sciences, or other related fields) from an accredited University .

Experience

  • 5+ years' experience in participatory research especially in areas of labour migration, diaspora engagement and capacity building.
  • Demonstrated experience and understanding of diaspora issues to promote policy and legislative good practices.
  • Proven understanding of migration issues and experience in preparing written reports and public presentation

Skills

  • Excellent policy research, analytical, and writing skills.
  • Experience in developing research tools will be an added advantage.
  • Experience in stakeholder engagement especially with government and private sector.
  • Excellent written and verbal communication in English.
  • Proven ability to produce quality work accurately and concisely according to set deadlines

Languages

  • Fluency in English

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
