The Deputy Chief Estates and Works shall:
a) Serve as the Head of the Estates and Works Department, with overall responsibility for planning, developing, managing, and maintaining the physical infrastructure, estates, and facilities of the School.
b) Provide strategic and technical leadership in engineering, construction, facilities management, and environmental sustainability, ensuring that MUBS infrastructure supports academic excellence, research, and innovation.
c) Ensure that all works and services are delivered in line with the Universities and Other Tertiary Institutions Act (Cap. 262), the Public Procurement and Disposal of Public Assets Act (PPDA), the Occupational Safety and Health Act, environmental regulations, and other applicable national frameworks.
d) Advise the School Secretary on infrastructure strategy, land and asset utilization, climate resilience, energy efficiency, and estate sustainability to align with both national development priorities and international university benchmarks.
KEY DUTIES AND RESPONSIBILITIES
The Deputy Chief Estates and Works shall be responsible for:
1. Planning, directing, and coordinating the development and maintenance of MUBS’ physical infrastructure and estates, including classrooms, laboratories, offices, student residences, and specialized facilities.
2. Overseeing construction, renovation, and maintenance projects, ensuring compliance with engineering standards, safety codes, environmental regulations, and approved institutional plans.
3. Developing and implementing estates management systems, including asset registers, preventative maintenance schedules, and digitized facilities management systems.
4. Ensuring safety, health, and environmental compliance across all institutional facilities, in line with the Occupational Safety and Health Act and global best practice.
5. Providing technical advisory to the School Secretary, Principal, and Management on land use, campus master planning, infrastructure investment, and sustainability initiatives.
6. Supervising, mentoring, and appraising staff in the Estates and Works Department, fostering professionalism, efficiency, and continuous skills development.
7. Managing outsourced service providers and contractors, ensuring adherence to contracts, specifications, timelines, and value-for-money principles.
8. Integrating sustainability and climate resilience measures in infrastructure development, including energy efficiency, green building practices, and environmental protection.
9. Liaising with government agencies, regulators, development partners, and professional bodies to enhance institutional capacity in infrastructure and estate management.
10. Carrying out any other technical or administrative responsibilities as may be assigned by the School Secretary or the Principal in furtherance of the school’s mandate.
KEY OUTPUTS
1. Approved and implemented infrastructure and estates master plans, aligned with the MUBS Strategic Plan and national regulations.
2. Timely delivery of construction and maintenance projects, completed within approved budget, scope, and quality standards.
3. A comprehensive, digitized, and regularly updated asset and maintenance register for all institutional properties and facilities.
4. Demonstrated compliance with safety, health, environmental, and engineering standards, evidenced by inspection, certification, and audit reports.
5. Periodic technical and advisory reports submitted to the School Secretary, Principal, and relevant Council Committees on estates and infrastructure management.
6. A modern, efficient, and professional Estates and Works Department, reflected in improved service delivery, cost-efficiency, and sustainability outcomes.
DESIRABLE ATTRIBUTES
The successful candidate must demonstrate:
1. Strong technical and leadership capacity in civil, electrical, or mechanical engineering, with a proven record in infrastructure and estates management.
2. Expertise in project planning, execution, and monitoring, ensuring delivery to international engineering, safety, and environmental standards.
3. High levels of integrity, accountability, and professional ethics, consistent with the Leadership Code Act and public service values.
4. Excellent stakeholder engagement and communication skills, with the ability to coordinate with regulators, contractors, donors, and professional bodies.
5. Capacity to build and inspire a high-performing technical team, fostering innovation, efficiency, and service excellence.
6. Proven commitment to sustainability and green campus initiatives, including energy efficiency, waste management, and climate-resilient infrastructure.
7. Resilience, sound judgment, and problem-solving ability, with the capacity to manage complex projects in dynamic institutional environments.
PERSON SPECIFICATION
Mandatory Requirements
1. An Honors Bachelor’s degree in Civil Engineering from a recognized institution.
2. A Master’s degree in Engineering, Construction Management, Project Management, or a related field from a recognized institution.
3. Full professional registration with the Engineers Registration Board (ERB), in good standing.
4. The applicant must have at least five (5) years of progressively responsible engineering, construction, or estates management experience in an organization with governance and infrastructure systems comparable to those of Makerere University Business School (MUBS), of which a minimum of three (3) years must have been served at Senior Management level (equivalent to PU5 or higher in the Public Service scale, or its equivalent in other reputable organizations).
5. A valid Tax Compliance Certificate (TCC) from the Uganda Revenue Authority.
6. Must be a Ugandan citizen aged below 55 years, with no record of professional misconduct or disciplinary sanction by regulatory authorities.
Added Advantage
1. Specialized training in green building technologies, environmental sustainability, or occupational health and safety.
2. Master of Business Administration (Project Management option).

A five (5) year contract, renewable once upon satisfactory performance and in accordance with the Universities and Other Tertiary Institutions Act (Cap. 262) and the policies of Makerere University Business School
