PATH Uganda with support from Bill and Melinda Gates foundation is supporting activities to strengthen cold chain equipment (CCE) monitoring systems and data use. This project is aimed at strengthening the Uganda national expanded program on immunization (UNEPI) digitalization of the immunization program including temperature monitoring with the aim of improving CCE performance and uptime.

The Digital Health Officer will lead the technical implementation of digital solutions for cold chain equipment monitoring and maintenance in Uganda with a major focus on supporting data use for decision making, contributing to the digitalization and use of innovative technologies for overall immunization program management. S/he will manage specific activities in improving data use from existing digital systems, review the system capabilities and support the interoperability plans for the existing and planned digital systems within the immunization program.   

 Key Duties and Responsibilities: 

  • Define parameters and requirements for systems integration, data prioritization and data use of new and existing digital systems data.
  • Provide technical oversight into the planned upgrade and enhancement of the Cold Chain Information System ensuring close collaboration between the consultant with MOH, NMS and partners
  • Support data management and analytics to improve data use at both national and district level
  • Support the review/development of technical guiding documents such as training manuals/guide, standard operating procedures (SOPs) and quick reference guides for both existing and new digital systems that are CCE related.
  • Collaborate with Ministry of Health, UNEPI, DHI and other stakeholders on digital health initiatives including representing PATH in the technical working group meetings
  • Lead on creating and sharing digital implementation best practices with internal and external stakeholders.
  • Lead on project management of digital health interventions across PATH Uganda projects and intervention areas, including budget development and tracking.
  • Support new business development by engaging with relevant stakeholders and partners

Required Qualifications

  • Master's degree in Computer Science, Health Informatics, or related field
  • Minimum 5 years experience in digital health systems implementation
  • Experience working with Uganda Ministry of health programs at the national level.
  • Comprehensive knowledge of the Uganda public health context, including MoH structure, policies, and procedures, particularly immunization
  • Ability to manage and coordinate diverse tasks and facilitate relationships among multiple parties
  • Proven track record in implementing large-scale digital health solutions
  • Strong programming skills and experience with relevant technologies preferred
  • Experience with health data standards and interoperability frameworks (HL7 FHIR, terminology codes etc)
