East African Crude Oil Pipeline (EACOP) LTD invites experienced and reputable companies to express their interest in the supply of one Rapid Intervention Vehicle and possible services which would aid in maintenance of such equipment to the EACOP Project.

The EACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabaaale, Hoima District in Uganda to the Chongoleani peninsula near Tanga in Tanzania. The length of the pipeline is 1,443 km, of which 1,147 km will be in Tanzania. During operations, there will be a number of permanent facilities and as such these facilities will require Fire Fighting Support such as Rapid Intervention Vehicles.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES

To complete the firefighting organisation and to support the automatic suppression system, EACOP requires mobile resources. Company requires a Rapid Intervention Vehicle (RIV) with firefighting equipment for each Manned Hub and one fire truck with foam, water and monitor for the terminal. This EOI is for one RIV for Pump Station 1 (PS1) - Uganda.

  • Toyota Land Cruiser LC79 4x4 Diesel
  • 600L Water Tank | 50L Foam Tank
  • Ultra-High Pressure Firefighting System
  • Pump Performance: Up to 416 L/min 20 bar
  • Fully Equipped Fire & Rescue Package
  • Operator Training: 2-day train-the-trainer program (15 personnel)
  • Warranty: Up to 5 years on tanks, 3 years workmanship, 2 years pump & key components.

MINIMUM REQUIREMENTS

Companies or organisation/local joint ventures expressing their interest are invited to submit documentation of their request with:

  • Certificate of incorporation/registration and a valid copy of trading/business license.
  • Recent Uganda Registration Services Bureau (URSB) search (attach copy).
  • Technical capability: Proven experience and capacity to deliver the required vehicles within schedule.
  • Proof of registration with Uganda National Bureau of Standards (UNBS) including Beneficial Owners Particulars.
  • Proof of valid registration on the National Supplier database maintained by the Petroleum Authority of Uganda.
  • A signed statement of compliance with the Petroleum (Refining, Conversion, Transmission and Midstream storage) (National Content) Regulations, 2016.
  • Proof of registration with Uganda Revenue Authority (URA) and valid Tax Clearance Certificate.
  • Audited financial accounts for the past three years.
  • Evidence of Quality, Health, Safety, and Environment (QHSE) management system compliant with local and industry standards/certificates for ISO 45001:2018, ISO 14001:2015 and ISO 9001:2015.
  • Relevant registration/certification with HSE regulatory and certifying bodies (Workplace certificate from the OSH department).
  • Signed copies of Anti-corruption, Anti-bribery, Compliance and Human Rights policies.

Companies which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending together with the documents stated in the above section through an email to procurement.ug@eacop.com, (max. email size 20Mb) on or before 17:00 hours East African Time (EAT) on or before 21st September, 2026. Email object shall be: EOI REQ-00001213 RAPID INTERVENTION VEHICLE.

Statements of EOI should be no more than ten (10) to twenty (20) pages long. All Expression of Interests should be submitted in English language.

NOTE: EACOP LTD will review and assess the documents provided by companies, organizations or joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local joint ventures will be included in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement (NDA), receive an invitation to bid as a continuation of the call for tender process. EACOP LTD reserves the right at its sole discretion to make the decision to select or reject a company, organization or local joint venture and maintain its decision without having to give reasons to the company, organization or local joint venture concerned.
