Objectives

Overall Goal: Design and facilitate a two-day MEL training workshop to enhance SIHA members’ capacity in tracking, evaluating, and demonstrating the impact of their work. This will improve program implementation, accountability, and advocacy effectiveness, ensuring sustainable interventions that drive meaningful change.

Key Topics

  • Fundamentals of Monitoring, Evaluation, and Learning (MEL including developing data collection, tracking, and reporting systems, data visualization and reporting for advocacy and fundraising, basics of data collection, management, and ethical considerations.
  • Participatory & Community-Led MEL Approaches including Community Scorecards, Most Significant Change (MSC), Outcome Harvesting, engaging marginalized groups in evaluation & decision-making, establishing community-driven feedback loops for transparency and learning, leveraging social media & storytelling for data-driven advocacy
  • Digital & Qualitative Data Tools for Impact Measurement, including interviews, focus groups, case studies, analyzing and interpreting narrative data for storytelling & advocacy, integrating qualitative and quantitative data for evidence-based reporting, and Digital tools for data collection like KoboToolbox, Google Forms, Excel for data collection & reporting

Methodology

The training will be interactive and participatory, using diverse methodologies to maximize engagement and learning.

The methodology will include:

  • PowerPoint presentations and group discussions to introduce theoretical concepts and encourage shared learning.
  • Simulations and role-playing exercises to help participants practice real-life MEL challenges.
  • Case study analysis to promote critical thinking and the practical application of MEL concepts.

Consultant Responsibilities

The consultant will be expected to:

  • Develop a comprehensive training agenda, including objectives, session plans, and timelines.
  • Design and adapt learning materials (presentations, case studies, exercises) tailored to the needs of SIHA member organizations.
  • Facilitate engaging and participatory training sessions, adjusting techniques for diverse participants.
  • Provide practical tools and resources to support MEL integration within organizations.
  • Submit a detailed post-training report summarizing workshop outcomes, feedback, and recommendations.

  • Prepare training materials and evaluation tools based on identified gaps.
  • Deliver the three-day training workshop.
  • Produce a comprehensive training report with key insights and recommendations.

  • Customized training materials tailored to participants’ needs.
  • Pre- and post-training evaluation tools to measure knowledge acquisition.
  • Draft and final training reports summarizing outcomes and impact.
  • Recommendations for future MEL capacity-building efforts.

Skills and Experience Required

The ideal consultant should have:

  • Advanced degree in Social Sciences, Development Studies, Gender Studies, Monitoring and Evaluation or a related field.
  • At least 5 years of experience in capacity-building, training facilitation, or organizational development, preferably in feminist movements or women’s rights organizations
  • Strong understanding of Monitoring, evaluation and Learning approaches.
  • Proven ability to lead interactive and engaging training sessions for diverse participants, including grassroots organizations.
  • Familiarity with the socio-political context of Uganda and the Greater Horn of Africa, particularly issues related to gender justice and women’s rights.
  • Strong report-writing and analytical skills with the ability to synthesize complex concepts into practical applications.
  • Fluency in English is required; knowledge of Lugbara or Luganda is an added advantage.
