Finance & Administration Country Manager is responsible for the integrity of financial and analytical accounting and for reporting from the 3 sites and s/he is the technical supervisor for the team of 3 Finance & Administration Site Managers. S/he oversees all financial resources and administrative activities, including management of premises and staff travel in the ICRC Regional Delegation.
Main Responsibilities:
1. Supervises the accounts departments and prepares the annual budget/monthly forecast and risk reporting, cost-control and analysis of budget deviations; contributes to decision making on the tactical (current) fiscal year and strategic (next) fiscal year.
2. Ensures compliance with statutory reporting requirements (i.e. taxes and social security, the latter in close collaboration with the Human Resources Manager) and regularly assesses the financial situation (including treasury) of the delegation/structure.
3. Supervises the Premises department and ensures premises are equipped and services (cleaning, maintenance) are provided according to ICRC policies and standards, including security for premises.
4. Negotiates and concludes contracts of general internal services (cleaning, maintenance, etc)
5. Supervises Welcome department and ensures provision of efficient services (travel, accommodation, visas, event organization).
6. Acts as adviser, trainer and coach on all financial or economic matters for the teams running humanitarian projects.
7. Contributes to drawing up of contingency measures to respond to critical changes in the operating context.
8. Acts as co-signatory and finance interface for both authorities and commercial parties suppliers, banks etc.)
9. Identifies, develops and ensures a coherent and common approach on all F&A matters across all the sites under the Regional Delegation.
10. Has a clear view of the resources of the Regional Delegation in order to identify and apply synergies across all sites as needed.
Main Requirements :
- University degree in business administration, finance/accounting or hospitality management.
- Diploma in accounting (CPA/CMA or similar) / internal audit (CIA or similar) an asset.
- Fluent command of English. Fluent command of French is an asset.
- Computer literacy.
- 10 years' confirmed practical managerial experience in finance/accounting/controlling or hospitality area, including supervision of teams.
- Experience in an international working environment, abroad or with an international organization/development agency is an asset.
