About the Role
YSAT is recruiting an FSL Lead to lead the Food Security and Livelihoods component of its OCHA-funded Refugee Response Programme — overseeing cash assistance, beneficiary targeting and verification, coordination with Financial Service Providers, financial literacy, and post-distribution monitoring across three settlements.
Recruitment is contingent upon confirmation of funding by UNOCHA's Uganda Humanitarian Fund.
Key Responsibilities
Lead planning and implementation of monthly cash assistance activities across assigned settlements, ensuring accurate beneficiary targeting, profiling, verification, and payment
Coordinate timely cash transfers and resolve payment, account, mobile money, and agent-related challenges with Financial Service Providers
Lead financial literacy and digital cash management sessions to strengthen participants' understanding of safe cash use and fraud prevention
Supervise Project Assistant – FSL staff across Rhino Camp, Imvepi, and Bidibidi
Represent YSAT at settlement-level Cash, Food, and Livelihood sector working groups
Conduct post-distribution monitoring (PDM) and prepare high-quality monthly and quarterly reports
Requirements
Bachelor's Degree in Food Security & Livelihoods, Economics, Development Studies, Project Management, Social Sciences, or a related field; professional training in Cash Transfers Programming is highly desirable
Minimum 3 years of experience implementing Cash and Voucher Assistance (CVA), preferably in refugee or humanitarian settings
Demonstrated experience in beneficiary targeting and verification, mobile money/digital cash transfers, FSP coordination, and PDM
Experience supervising field teams and managing multi-location cash activities
Prior experience working with Refugee-Led Organizations is a requirement
