Description
The International Rescue Committee (IRC) is hiring a Health Manager to lead the implementation of IRC’s Ebola response activities in West Nile Uganda, ensuring high-quality emergency health programming in line with Ministry of Health guidelines, WHO standards, and donor requirements. Under the supervision of the Health Coordinator, the Health Manager will work in close collaboration with and support the Public Health and Epidemic Preparedness and Response Manager. The role will provide technical, operational, and programmatic leadership for the health response, ensuring effective coordination with district authorities, Ebola response structures, humanitarian partners, and IRC support departments.
The position will be based in Yumbe, West Nile, Uganda, with frequent travel to outbreak-affected districts and other response locations as required.
Position Objectives
To ensure the effective implementation and coordination of IRC’s Ebola response interventions, including case management support, infection prevention and control, surveillance, RCCE, and continuity of essential health services, while working in collaboration with and supporting the Public Health and Epidemic Preparedness and Response Manager, and ensuring compliance with Ministry of Health protocols, IRC standards, and donor requirements.
Duties And Responsibilities
Program Management and Development
In addition to the existing responsibilities, the Health Manager will:
- Lead the implementation of Ebola emergency response activities across supported districts in collaboration with the Public Health and Epidemic Preparedness and Response Manager.
- Coordinate closely with District Task Forces (DTFs), District Health Teams (DHTs), Ebola Treatment Units (ETUs), and Ministry of Health response pillars.
- Ensure implementation aligns with national Ebola preparedness and response guidelines.
- Support implementation of Infection Prevention and Control (IPC) activities in health facilities, transit and Reception centres and communities.
- Oversee support to surveillance activities, including community-based surveillance, event-based surveillance, and referral systems.
- Support rapid assessments and response planning as the outbreak evolves.
- Monitor implementation against CRF and other emergency grant workplans and indicators.
Staff Supervision & Development
- Maintain open and professional relations with team members, promote a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Directly supervise the following staff Health Officers, ensuring regular performance reviews.
- Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
- Support proposal development processes through sharing relevant information to inform quality proposals.
Grant Management and Reporting
- Participate in the management of all health grants, and work with the Deputy Health Coordinator to develop work, spending and procurement plans for all projects.
- Participate in the development of proposals, budgets and concept notes for future health interventions.
- Prepare internal and external reports (such as narrative reports, DHIS data reports) within agreed deadlines using IRC and donor formats, as required.
- Budget management, including review of activity budgets and doing approvals to ensure these are in alignment with agreed donor priorities
- Review Budget vs. Actual (BvA) reports on a monthly basis, recommend actions to correct identified problems.
- Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.
Coordination & Representation
- Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
- Participate in Sector working group meetings and other relevant coordination platforms to represent IRC, do advocacy and look out for opportunities to address challenges.
Monitoring and Evaluation
- Ensure all required donor reports are completed on time and to a high standard.
- Oversee the collection and timely reporting of program data and indicators for all health programs in line with IRC’s guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data.
- Conduct monthly program data analysis with health staff to discuss progress on grant indicators, disease trends, define action points for how to stay on track with grant requirements, and follow up with those points
- Work with the M&E team to produce and analyze all weekly, monthly, or quarterly reports and ensure timely submission of all such reports.
Other Duties
- Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.
- Other duties assigned by the supervisor to enable and develop IRC programs.
Desired Qualifications
- Health professional: Degree in health-related discipline + master’s degree in public health, with strong primary health care background and strong management experience.
- At least 3 years’ experience in implementing and managing NGO health programs, preferably in complex humanitarian and/or emergency settings.
- Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives.
- Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
- Demonstrated experience in capacity building and mentoring of staff
- Demonstrated experience in grant management and proposal writing
- Excellent computer skills in programs such as: MS Word, Excel, PowerPoint
- Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy.
- Ability to be innovative, flexible, and adaptive.
- Ability to live in challenging conditions and ability to work under difficult, high-pressure situations.
- Fluency in English is required.
- Experience with situation analysis and health needs assessments.
