Description

Victoria University is hiring a Human Resource Officer – Rewards and Benefits that plays a key role in supporting the preparation and processing of monthly payroll, implementing competitive reward strategies, administering employee benefits, ant contributing to HR policy development and regulatory compliance.

This role requires strong attention to detail, confidentiality, and the ability to work collaboratively across departments.

Department: Human Resource Department

Reports to: Human Resource Manager

Key Duties and Responsibilities

1. Compensation Management

  • Assist in the design, implementation, and administration of salary structures, incentive plans, and pay reviews.
  • Benchmark roles and salaries against market data to ensure competitiveness.
  • Support annual salary and bonus review cycles.

2. Benefits Administration

  • Oversee administration of employee benefit programs including health insurance, pensions, wellness initiatives, and leave entitlements.
  • Liaise with benefits providers and ensure service level agreements are met.
  • Educate employees on available benefits and support enrollment and claims processes.

3. Reward Strategy

  • Support development and implementation of the total rewards strategy.
  • Conduct data analysis to assess effectiveness of reward programs.
  • Provide recommendations for new or enhanced reward offerings.

4. Compliance and Policy

  • Ensure compensation and benefits programs comply with local labor laws and institutional policies.
  • Maintain accurate records and documentation related to rewards and benefits.

S. Communication and Engagement

  • Serve as a point of contact for employee inquiries related to compensation and benefit
  • Support internal communication initiatives regarding rewards updates.

6. Contract Management

  • Draft, review, and issue employment contracts and amendments in line with legal and policy requirements.
  • Ensure contractual terms accurately reflect agreed compensation and benefits.
  • Maintain organized records of contracts and monitor renewal timelines
  • Work closely with legal and compliance teams to ensure contract templates remain updated and legally sound.

7. Policy, Strategy and Administration

  • Support linkage between HR and other University units in alignment with institutional mission.
  • Maintain updated HR handbook, policies, and procedures.
  • Organize departmental meetings and provide secretarial support.
  • Monitor changes in national employment laws and advise on necessary policy updates.
  • Support monitoring of adherence to employment and institutional policies.
  • Maintain records of complex HR matters referred to Council.

8. HR Business Analysis and Data Management

  • Contribute to improvement of HR reporting systems and tools.
  • Support implementation of programs aimed at efficient resource utilization.
  • Perform any other relevant duties assigned by the supervisor.

Qualifications and Experience

  • Bachelor’s degree in Human Resource Management, Business Administration, or related field.
  • Minimum of 3 years’ experience in compensation, benefits, or HR administration.
  • Strong knowledge of labor laws and HR best practices.
  • Excellent analytical, communication, and organizational skills.
  • High level of integrity and confidentiality:
  • Proficiency in HRIS and Microsoft Excel and Office applications.
