  1. The Government of Uganda has received financing from the World Bank toward the cost of the Electricity Access Scale-up Project and intends to apply part of the proceeds toward payments under the contract for Procurement of Grid Expansion Materials: Bare Conductors and Galvanized Steel Wires (Lot 3a, Lot 3b and Lot 3c).
  2. The Ministry of Energy and Mineral Development now invites sealed bids from eligible Bidders for supply of Grid Expansion Materials - Bare Conductors and Galvanized Steel Wires in three (3) Lots as follows:

Bidders may bid for one or more Lots. Each Lot shall be awarded as a separate contract, therefore bidders are required to submit a separate bid for each Lot.

  1. A pre-bid meeting will take place at the following date, time, and place:
    Date: 24-June 2025
    Time: 2:00 pm (East African Time)
    Place: Directorate of Petroleum, Petroleum House, Level 2 Boardroom, Plot 21-29 Johnston Road, Entebbe, UGANDA

The meeting will also be available via video conferencing. A link for the virtual meeting option will be shared with Bidders who choose to participate online. Bidders who wish to attend online are required to request for a link a week before the meeting date via email address: procurementeasp@energy.go.ug

  1. Bidding will be conducted through International Competitive Procurement using a Request for Bids (IFR) as specified by the World Bank's "Procurement Regulations for IPF Borrowers" dated July 2018, Revised February 2025 ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Bids will be evaluated in accordance with the evaluation process set out in the Bidding documents. The following weightings shall apply for Evaluation Criteria: Technical and non-price factors: 70%, and Bid cost: 30%.
  3. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours from 8:00 am to 5:00 pm (EAT) at the address given in [11] below.
  4. The bidding document in English may be purchased by interested eligible Bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of UGX 200,000 (Uganda Shillings Two Hundred Thousand Only). The method of payment will be by Bank Payment Advice Form. The Bidding Documents will be sent by email to the bidder.
  5. Bids must be delivered to the address in [11] below on or before 11:00 am (EAT) on Tuesday 27 July 2025. Electronic bidding will not be permitted. Late Bids will be rejected. The outer envelopes marked "FINANCIAL BID" and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the bidders' designated representatives at the address in [11] below at 11:00 am (EAT) on Tuesday 27 July 2025. All envelopes marked "SECOND ENVELOPE: FINANCIAL PART" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

Each Lot must have a separate Bid Security and bound together with its respective technical bid. Bidders whose bid securities are issued by a foreign bank must be routed through a correspondent bank in Uganda licensed by Bank of Uganda.

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidders' beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
