LIT TRAIN Finance Manager
The Role:
Mastercard Foundation’s Leaders in Teaching (LIT) initiative aims to transform secondary education across Africa by building the capacity of teachers and school leaders to enable young people to acquire skills, knowledge, and competencies necessary to access dignified and fulfilling employment. Using a multi-partner implementation model, LIT will address critical challenges in the teacher lifecycle through four key programmatic pillars: (1) Teacher Recruitment, (2) Teacher Training, (3) Education Leadership and Management, and (4) Teacher Motivation.
The British Council will lead the TRAIN pillar, and with downstream partners Luigi Giussani Foundation (LGF), Edukans and Brainwave, lead efforts in innovation, competency-based curriculum, gender-responsive pedagogy and career guidance.
The postholder will be responsible for the overall quality delivery of the CBC training component approaches and content, and maintenance of strategic coherence and alignment between the project’s CBC training component and its other technical strands. The role will lead on the effective financial management of the TRAIN Pillar activities, both British Council’s and delivery partner’s, overseeing and managing financial planning, systems, processes, control, budgets and policies. The role will ensure that finance-related activities are established and delivered to the required standards to enable successful project delivery, acting as the main point of contact for all queries relating to project finances, planning, forecasting, compliance and commercial information.
Main accountabilities but not limited to the following:
Financial management
- Lead on financial planning, (re)forecasting, cash flow, reporting and analysis to ensure accurate, timely and complete financial management of the project/contract budget on SAP.
- Evaluate the financial performance of the projects regularly, together with the Programme Board, partner organisations and Regional Finance Team.
- Oversee financial procedures and payments with partners, suppliers/vendors and consultants.
Financial Reporting, Analysis, Monitoring and Invoicing
- Establish and maintain a contract budget monitoring tool to enable accurate monitoring and reconciliation against the contract budget, to provide commercial forecasts and to respond to British Council and client requests and to ensure that the programme budget is not overspent.
- Lead on monthly monitoring and reconciliation of project/contract budgets and work with project team to identify and report risks and issues.
- Review actual project income and expenditure monthly; ensuring accurate reliable financial data is maintained in the finance system and the project financial management toolkit.
Risk and Assurance
- Ensure all project activity is financially compliant (both corporately and according to the contract), cost-effective, delivers value for money and meets British Council and client requirements.
- Ensure due diligence checks on partner organisation financial management processes, procedures and controls as needed.
- Ensure audit requirements are considered in day-to-day project delivery and that the audit trail is visible, transparent and maintained by all members of the team.
Stakeholder engagement and Relationship management
- Liaise with and act as “outpost” of country finance team to ensure effective interface between project/contract and corporate financial systems.
- Build and maintain relationships with relevant stakeholders and partners, including the Project team, Financial Controller, Risk and compliance, financial planning & analysis, Country Corporate Services, Regional Commercial and Finance teams.
Requirements of the role:
- Bachelor’s degree in business, finance, or any other similar qualification with at least 3 years of experience
- English CEFR Level B2
- A minimum of 3 years’ experience in a comparable role(s)
- Track record of key finance function in international / multinational organisation in similar context
- Experience of managing the delivery of projects delivered through partners and / or using outsourced providers – through client/partner funds
- Experience in procurement of services and goods and contracts
Desirable:
- A recognized professional finance and /or accounting qualification (e.g. ACCA, CPA, CIMA, CIPFA)
- Familiarity with GIZ/EU policies and procedures
- Knowledge about grants, CSO financing, foreign donations rules and regulations
- Technical knowledge and/or experience of SAP
