Human Capital Business Solutions Ltd is a Boutique HR Advisory Firm that specializes in strategic HR Consulting, Talent Acquisition & Development, Risk Management and Business Process Outsourced Services with our Headquarters based in Uganda and Country Office in Tanzania.

On behalf of our client in the manufacturing sector, we are looking for a knowledgeable and experienced Learning, Training and Development Manager to be based in Kampala.

Reports To: Human Resource & Administration Manager

Duty Station: Kampala, Uganda

Job Summary: The Learning, Training and Development Manager is responsible for actively influencing the organisation’s Learning & Development strategies, and implementing such strategies in country to ensure required competence, enabling the achievement of the organisation’s long-term growth strategy.

Main Duties and Responsibilities:

Learning and Development Strategic focus

  • Interrogates BU strategy and compares key competence requirements with current levels, to identify strategic focus areas and training needs, aligned to organisation objectives.

Learning & Development infrastructure development

  • Leads the implementation of the development infrastructure in BU, including career paths, competence frameworks, competency definition, curricula design, critical learning interventions and systems.
  • Actively enables a learning culture in BU, through utilisation of optimal learning approach, methodologies and assessment.
  • Aligns Learning & Development processes, practices, frameworks and tools in BU, as appropriate, aligned to Group Office (GO).
  • Develops and manages relationships with external partners in BU, such as educational institutions.
  • Develops and implements effective Learning & Development metrics, aligned to GO, that drive and support BU performance.

Competence Development

  • Sources BU specific Learning solutions, working in conjunction with other functional leaders and specialists in BU and in GO. 
  • Implements effective leadership programs to build leaders at all levels, with the required skills and competencies to lead and generate confidence in the future. 
  • Ensures effective integration of talent management, performance management and Learning & Development in BU, to ensure optimal organisation and individual development.
  • Ensures alignment between Sector Scarce Skills priorities and business requirements for pipeline creation.

Governance

  • Ensures legislative and governance compliance in all aspects of Learning & Development in BU.

Talent Development

  • Coordinate new talent pipeline programs including GT program
  • Track and monitor the career path (growth plan) for talent within the company;
  • Support Top Talent and High Potentials (HiPOs) initiatives.

Budgetary responsibility

  • Management of LTD & staff services budget as approved in line with the BPP

Procurement responsibility

  • LTD services as per budget

Human Resource - Administration responsibility 

  • Leave Management
  • Canteen management
  • Time and Attendance management
  • HR Support to service centres
  • Undertake other duties and responsibilities as may be assigned.

Qualifications, Experience, and Skills

  • Degree in Human Resource Management or a related discipline in humanities.
  • Post Graduate Diploma/Master’s degree in Human Resource Management is an added advantage
  • Member of Human Resource Managers Association of Uganda (HRMAU)
  • General work experience (years): over five years working experience in large organisations
  • Specific to the position (level/discipline/years): 5 or more years’ Learning & Development experience at a Supervisory Level in Manufacturing Industry
  • Sound Business knowledge and acumen.
  • Technical process expertise.
  • Ability to solve complex business problems.
  • Ability to build leaders at all levels.
  • Ability to implement competency models.
  • Ability to coach others and build organisational capabilities by aligning strategy, culture, practices and behaviour, and ensure that line managers recognize the value.
