Role Description 

Key deliverable: Livestock Performance Revamp (12-Month Focus)

  • Performance Diagnosis (Months 1–3)

Conduct a comprehensive technical review of livestock interventions across districts.

  • Analyze program data, field feedback, adoption levels, productivity trends, and household returns. Identify root causes of poor livestock performance, including technical, operational, and behavioral gaps.
  • Produce a Livestock Performance Diagnostic Report outlining prioritized challenges and practical recommendations.

Strategy Design & Recovery Planning

  • Develop a practical Livestock Revamp Strategy aligned with RTV methodology and climatesmart livestock practices.
  • Define clear technical standards for feeding, health management, breeding, housing, and pass-on models.
  • Establish measurable performance targets and district-specific recovery plans. Expected Results by Month 12
  • Improved livestock adoption and impact among beneficiary households.
  • Strengthened the technical capacity of field teams and implementing partners.
  • A clear, sustainable livestock model aligned with RTV standards and ready for scale.

Key Roles and Responsibilities Technical Leadership

  • Provide strategic direction for livestock program design and integration across countries.
  • Introduce and scale climate-smart animal husbandry practices to enhance productivity and resilience.
  • Build a strong, accountable, and high-performing livestock technical team.
  • Promote cross-learning and knowledge sharing across programs and countries.

Training & Capacity Building

  • Lead Training of Trainers (ToTs) and refresher trainings for RTV staff, government veterinary officers, and implementing partners.
  • Strengthen the capacity of Village Champions to deliver practical household training.
  • Develop and update livestock training materials and simplified guides in English and local languages.
  • Promote community awareness on zoonotic diseases and best livestock health practices.

Program Design, Implementation & Quality Assurance

  • Review and approve livestock program designs to ensure feasibility and community adoption.
  • Conduct regular field monitoring visits, household follow-ups, and provide technical backstopping.
  • Support implementing partners to align livestock interventions with RTV standards.
  • Ensure livestock interventions contribute to food security, nutrition, and income generation.

Partnerships & Coordination

  • Strengthen collaboration with local governments, veterinary institutions, research bodies, and private sector partners.
  • Represent RTV in livestock development forums, sector platforms, and coordination meetings.
  • Facilitate learning platforms for knowledge exchange across districts and countries.

Monitoring, Evaluation & Reporting

  • Work closely with the PEAL team to establish and track indicators for livestock health, adoption, and household impact.
  • Produce quarterly technical reports highlighting lessons learned, progress, and recommendations.

Preferred Qualifications and Experience

  • Bachelor’s degree in Animal Health, Veterinary Medicine, or Livestock Production.
  • Postgraduate qualification in a related field is required. A master's degree will be an added advantage.
  • Minimum 7 years’ experience in livestock program leadership, with at least 3 years in a senior or managerial role.
  • Experience managing multi-district or multi-country programs.
  • Familiarity with climate-smart livestock systems and integrated household farming models.
  • Willingness to travel extensively across Uganda and other RTV countries of operation.
  • Strong expertise in animal husbandry (poultry, goats, sheep, cattle, rabbits, etc.), disease management.
  • Excellent training and facilitation skills with the ability to simplify technical concepts for communities.
  • Strong collaboration and stakeholder management skills.
  • Strong monitoring, data analysis, and reporting skills.
