The overall purpose of the role:
The MEAL Officer will be responsible for supporting the effective implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities for the OCHA-funded cash and protection project implemented by DRC. The role holder will ensure systematic monitoring of programme activities, support quality data collection and analysis, strengthen accountability mechanisms, and facilitate learning to improve programme effectiveness and compliance with donor and organizational standards.
Your main duties and responsibilities will be:
Monitoring and Data Collection
- Support the development and implementation of the project MEAL framework, including indicators, tools, and data management systems.
- Conduct baseline, post-distribution monitoring (PDM), and endline assessments for the project.
- Monitor implementation of protection activities, ensuring data collection aligns with protection monitoring standards.
- Support field teams in routine monitoring visits and ensure compliance with programme quality standards.
- Ensure the use of digital data collection systems, notably Kobo.
- Conduct data verification and spot checks during project implementation.
Evaluation and Learning
- Support project evaluation as may be relevant.
- Document best practices and success stories from project implementation.
- Contribute to learning briefs and programme improvement plans.
Accountability to Affected Populations (AAP)
- Support establishment and management of Community Feedback and Complaint Mechanisms (CFM) where relevant.
- Ensure feedback is recorded, analyzed, and responded to in a timely manner.
- Promote safe and confidential reporting mechanisms, especially for sensitive protection concerns.
Data Management and Reporting
- Ensure high-quality, accurate, and timely data collection and analysis.
- Maintain project indicator tracking tools.
- Produce dashboards and data summaries upon request.
- Support programme teams in preparing donor reports.
Capacity Building
- Train field staff and enumerators on data collection tools and MEAL methodologies.
- Support programme teams to understand and use MEAL data for decision-making.
- Provide technical support to field teams on monitoring indicators and data quality.
About you
To be successful in this role, you must have at least 3 years of experience in MEAL roles in humanitarian or development programmes. Moreover, we also expect the following.
Required
- Bachelor’s Degree in Statistics, Development Studies, Social Sciences, or related field.
- Experience in cash-based programming monitoring (protection and cash) .
- Strong skills in quantitative and qualitative data collection and analysis.
- Experience with digital data collection tools (Kobo, ODK etc.).
- Knowledge of humanitarian standards such as Sphere, CHS, and Protection Principles.
- Strong communication and report writing skills.
- Knowledge of both written & Spoken English
Desirable
- Knowledge of at least two of the most used languages by Congolese and South Sudanese refugees' communities.
