Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)

Background
The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and Operational Support
• Global and local collaboration to improve availability of health commodities

Purpose
The Operations and Finance Director reports to the Country Director and is responsible for supporting the development and implementation of management systems, as well as overseeing project operations and supervising staff. S/he provides oversight of all administrative and financial systems to ensure quality control in project administration. The Operations and Finance Director also ensures compliance with U.S. government regulations and Chemonics’ corporate and field office policies under the GHSC-PSM project.

Principal Duties and Responsibilities
• Support the Country Director to develop and implement key management systems that will support project planning, reporting, and performance management; financial management; property and technical procurement systems; and personnel management
• Support technical implementation through timely reviews and effective management of subcontracts, leases, and other agreements with local vendors
• Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, laws of Uganda, and any supplemental policies developed specifically for GHSC-PSM
• Establish standards and procedures to ensure that the compliance programs throughout the project are effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations
• Monitor and support the standardization of operational systems and policies across GHSC-PSM Uganda’s FO
• Plan and track financial and administrative activities with Home Office (HO) and Field Office (FO) staff to evaluate needs for implementation, and liaise with the HO, the Country Director and USG/ Uganda on all operations and financial aspects of the project
• Oversee accounting procedures according to the Chemonics’ accounting policies and ensure timely and accurate entering of project expenses into ABACUS monthly, including Chemonics innovative cost-sharing database specifically designed for GHSC-PSM’s multiple funding streams.
• Supervise accounting personnel and accounting procedures according to Chemonics accounting policies
• Supervise the project procurement personnel and procedures for developing and releasing tenders, evaluating and selecting vendors, overseeing vendor performance, and maintaining control of project inventory
• Supervise project human resources management, including the recruitment, hiring, training, and termination (as necessary) of personnel
• Supervise IT personnel to ensure efficient support to project staff and the project’s overall compliance with Chemonics’ cybersecurity safety standards and policies
• Oversee annual performance evaluation process for all project employees, and provide regular and constructive feedback to project staff
• Build capacity of finance, operations, and human resources staff in their respective works
• In the absence of the Country Director act as Country Director when delegated
• Supervise USD and local currency bank accounts for funding of project expenses; ensure wire transfer requests to HO are reasonable and in line with project line of credit requirements
• Lead project coordination with local counsel and HQ counsel and leadership to track and resolve any legal issues
• Lead project office teams in preparing for and responding fully and in a timely manner to at least one corporate or client financial reviews and audits, including at times, overlapping reviews and audits
• Assist with documenting project outputs and work with the Country Director to compile monthly and quarterly progress reports
• Develop and implement risk mitigation strategies for procurement and logistics services
• Assist technical teams to develop or review scopes of work for local and expatriate short-term technical assistance (STTA). Manage the STTA mobilization process as required, this may include ensuring appropriate approvals or providing clarity to inquiries
• With guidance from the Country Director, take ownership of the development and implementation of technical strategies to improve procurement, warehousing, and distribution approaches

Qualifications and Desired Attributes
• Master’s degree in administration or finance field required
• Minimum 10 years of experience in operations positions for USAID or other international donors’ contracts, including strong skills in procurement/subcontracting, compliance, human resources, and financial management
• Familiarity with Chemonics’ systems and processes
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Previous field experience required (including long-term overseas positions or extended shortterm engagements)
• Knowledge of Uganda’s operating environment preferred, including registration, taxes, and labor law
• Demonstrated ability to manage and implement complex USG-funded public health programs or projects in a developing country context
• Ability to supervise local and international staff effectively
• Ability to work with cooperating partners in implementing complex programs
• Strong verbal and written communication skills in English
• Demonstrated leadership, versatility, and integrity

Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.
