Context and environment

There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Group today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential.

Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply. The project is focused on delivering the lowest possible cost, which requires challenging TOTAL design concepts as well as substantially challenging the TOTAL referential. The project FID was signed on Q1-2022 with a start of drilling operations on Q2 2022 and a Ready for Start-up (RFSU) target of July 2026.

Accountabilities

As a Piping Process Commissioning Engineer, the job holder will be required to anticipate or identify problem areas or potential areas of conflict (within company or between company and contractor) and effect resolution.

To provide process & piping technical assistance/support during pre-commissioning and commissioning preparation activities during engineering phase and to directly supervise process & piping commissioning activities during commissioning execution phase on the site.

Report to the management by identifying any actual or future slippage or blocking points in work progress.

To ensure that all piping safety pre-requisites are in place before performing any pre-commissioning checks and/or commissioning tests

To liaise with Construction team and witness all piping pre-commissioning activities.

Be a leader to prepare & execute multidiscipline Operation Test Procedures (OTP’s).

Ability to communicate with different Package representatives and ensure effective liaison between all parties.

Qualifications/Experience required

Qualification: Bachelors’ degree or equivalent diploma

Experience

Minimum 10 years’ experience in the Oil and Gas industry with good knowledge of piping pre-commissioning and commissioning.

Hands on experience on Piping flushing, cleaning, gauging, dewatering, drying, and inerting

Management capability to effectively and safely lead a commissioning team of contractors and vendors towards successful project completion.

Good communication skills and a team player able to function under the pressure of tight working deadlines.

Able to manage a multitude of parallel and critical tasks by setting priorities to achieve the overall objectives

Strong knowledge in TOTAL commissioning methodology OPERCOM™ and tool ICAPS©.

Valid Medical Certificate which complies with Company standards.

  • To develop and prepare Process & Piping Pre-commissioning & Commissioning Execution Plan.
  • Manage preparation of Pre-commissioning & Commissioning in respect with OPERCOM and all applicable specification: Procedures, Requirement of Spares, Consumables & Tools, Vendors, equipment’s, manpower, etc and ensure that these resources will be mobilized on time.
  • Manage interfaces with contractor through Contract Manager for all matter related to Pre-commissioning & Commissioning during the life of the project.
  • Ensure appropriate channel of communication is maintained with management at all levels to ensure operational difficulties are focused on by the relevant expert and that problems are anticipated early and are solved in a timely manner
  • Interface with Project Team to integrate Piping Commissioning Schedule into Project Schedule
  • Prepare Progress monitoring tools for Pre-commissioning & Commissioning Preparation and Execution
  • Identify and prepare all type of operational and organizational documents related to interfaces with other parties (both external and internal)
  • Review of all pre-commissioning & commissioning documentation, procedures, engineering drawings, method statements, equipment, and proposed execution planning.
  • Supervise and/or populate data base for Piping Pre-commissioning & Commissioning
  • Prepare SS numbering and limit drawing with regards to Piping Pre-commissioning & Commissioning
  • Review and/or approval of engineering documents and drawings produced by Contractors
  • Ensure all Contractors Piping engineering and related documentation is produced in a timely fashion and in accordance with the project Contract
  • Manage commissioning execution in a view to reach the targets with priorities in Safety, Quality and Schedule. Coordinate daily site activities with other parties.
  • Mobilize and manage commissioning resources identified during Pre-commissioning & Commissioning preparation.
  • Ensure regular preservation is performed & recorded for all equipment’s.
  • Close liaison with EACOP for executing & approving relevant systems in Main Control Room.
  • Ensure “TotalEnergies Referentiel” is implemented throughout TILENGA Project for all process & piping discipline related activities and liaise with metier as required.
  • Ensure contractor spading & isolation plans are in line with company specification for SIMOPS operation & safe commissioning execution.
