Context & Environment
There is no equivalent project of such an industrial drilling magnitude in a remote and sensitive area within the Company today. The Tilenga oilfields are partly situated in a protected National Park, partly beneath the river Nile wetlands area, and within densely populated area in a rural and remote part of Uganda. Activities exposed to the risk of major incidents with severe potential consequences due to local environment and important presence of NGO’s. Factory Drilling with a well delivered every 4 days using 3 drilling rigs simultaneously will necessitate standardization of equipment and procedures, strict enforcement of Drilling & Well instructions, safe and efficient logistic management on site. The project is focused on delivering the lowest possible cost, which requires challenging TotalEnergies design concepts as well as substantially challenging the TotalEnergies referential. Multicultural environment: Contractors are anticipated to be located in various parts of the world. Ugandan rules and regulations, administrative requirements and technical authorizations as well as international codes for onshore plant will apply. The Precommissioning Leader must navigate these challenges while ensuring efficient and safe execution of all Precommissioning activities across multiple disciplines and locations.
Activities
Main Duties and Responsibilities:
- Review Contractor and sub-contractors Precommissioning and site documents, according to the project’s requirements and schedule. and follow up incorporation of Company comments by the contractor.
- Participate in technical reviews during pre-commissioning and commissioning phases
- Ensure the use of OPERCOM methodology to perform pre-commissioning
- Lead the pre-commissioning preparation and ICAPS items population
- Lead the use ICAPS for the progress & punch list follow-up and their clearance
- Lead and manage the full Precommissioning entity across all Tilenga sites and disciplines.
- Develop and implement integrated Precommissioning strategies and execution plans.
- Coordinate with construction and commissioning teams to ensure seamless transitions.
- Supervise discipline-specific Precommissioning teams and ensure adherence to specifications.
- Monitor contractor and vendor performance across all technical scopes.
- Ensure all Precommissioning activities meet safety, quality, and environmental standards.
- Resolve design and execution issues in collaboration with engineering teams.
- Conduct site visits to assess progress and quality of work.
- Interface with QA/QC, site supervision, HSE, and project controls to ensure alignment.
- Maintain effective communication between construction, commissioning, and operations.
- Compile and submit comprehensive reports (daily/weekly/monthly) to project leadership.
- Participate in project reviews, audits, and readiness assessments.
- Support interdisciplinary coordination and interface management.
- Promote continuous improvement and best practices across all disciplines.
HSE:
- Ensure that Safety, Health, Environment Policy and Management System are adhered and that safe working practices are carried out at all times.
- Comply with HSE policy and documents and ensure those are properly understood.
- Ensure that any incident or anomaly (unsafe act/situation) is immediately reported and analyzed.
- Participate in actions for identifying and minimizing risks, and the impact of activities.
- Take part in incident, accident and anomaly investigations and analyses when is required.
Candidate Profile
Qualifications & Experience:
- Engineering degree or equivalent in related discipline with post qualification in Precommissioning within Oil & Gas
- Minimum 12 years’ experience in oil and gas projects, with extensive multi-discipline Precommissioning leadership.
- Good knowledge of the company’s General Specifications and/or previous experience with other major Contractors in oil and gas construction projects.
- The ideal candidate shall be fully conversant with the applicable Oil and Gas Industry International Codes, Standards as well as best Industry Practices.
- A good awareness of other disciplines. Significant responsibility in multi-discipline teams or projects.
- Excellent leadership, communication, and organizational skills.
- Proficiency in Microsoft Office, ICAPS, PRODOM and project management tools.
