Job Summary:
The Procurement Officer is responsible for sourcing, negotiating, and purchasing goods and services that meet the company’s operational and strategic needs. This includes framework contracts, international and local sourcing (including LCs), spare parts for terminals and marine vessels, and logistics and stores oversight. The role requires a proactive and detail-oriented professional who can ensure cost-effective, timely, and compliant procurement across complex and high-value supply chains.
Key Responsibilities
Strategic Procurement & Contract Management
- Develop annual and project-based procurement plans aligned with operational, engineering, and logistics needs.
- Lead the sourcing and procurement of goods and services—including technical equipment, vessel spares, and terminal consumables.
- Administer framework agreements, maintenance/service contracts, and supplier SLAs to ensure efficiency, performance, and legal compliance.
- Identify, prequalify, and evaluate local and international suppliers; conduct due diligence and vendor risk assessments.
- Draft, review, and manage procurement contracts in coordination with legal and compliance teams.
- Lead negotiations on pricing, payment terms, contract conditions, and delivery schedules.
International Procurement & Logistics
- Handle end-to-end international purchasing, including Letter of Credit (LC) transactions, shipping documentation, customs clearance, and coordination with freight forwarders.
- Track global shipments and proactively manage delivery schedules to minimize operational disruptions.
- Maintain knowledge of Incoterms, international compliance requirements, and local customs regulations.
Stores and Inventory Coordination
- Oversee inventory planning and stores management, ensuring stock availability of critical spares, parts, and consumables.
- Collaborate with warehouse teams to maintain accurate stock records, implement control systems, and conduct periodic stock takes.
- Optimize storage conditions and coordinate with maintenance and operations teams to forecast demand.
Supplier Performance and Reporting
- Maintain a robust supplier/vendor database with up-to-date certifications, contacts, and performance history
- Conduct supplier audits and performance evaluations based on delivery, quality, and compliance metrics.
- Monitor procurement spend, generate regular reports (e.g., spend analysis, cost savings, supplier performance), and present data-driven insights to management.
- Ensure all procurement records are accurate, compliant, and audit-ready.
Compliance and Coordination
- Ensure that all procurement activities conform to internal controls, organizational policies, and Ugandan procurement laws and regulations.
- Liaise with internal stakeholders—engineering, logistics, stores, finance, and legal—to align procurement with broader operational goals.
- Maintain up-to-date knowledge of industry trends, procurement innovations, and risk mitigation strategies.
Requirements
Required Academic Qualifications
- Bachelor’s degree in Procurement & Supply Chain Management, Business Administration, Engineering, or a related field.
- Professional certification such as CIPS, CILT, or equivalent is an added advantage.
- Minimum 3–5 years in procurement, with proven experience in technical, logistics, marine, or energy sectors.
- Hands-on experience managing maintenance/service contracts, spare parts procurement, and international sourcing.
- Knowledge of ERP/procurement systems (e.g. SAP).
- Familiarity with Ugandan procurement laws and global trade regulations.
- High integrity, attention to detail, and ability to manage multiple priorities under pressure.
- Strong analytical, negotiation, and supplier relationship skills.
