  1. The Government of the Republic of Uganda has received financing from the World Bank (the “Bank”) towards the cost of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project. It intends to apply part of the proceeds towards payments under the contracts for the acquisition of Agro-Processing Production/Value-Addiction Equipment.
  2. The Ministry of Gender, Labour and Social Development (MGLSD) now invites sealed bids from eligible bidders for the Procurement of Supply and Installation of Agro Processing Production/Value Addition Equipment for Procurement of Supply and Installation of Agro Processing Production/Value Addition Equipment for Makerere University Food Technology Business Incubation Centre (MAK-FTBIC).
  3. Bidding will be conducted through National Competitive Procurement using the Request for Bids (RFB) procurement method as specified in the World Bank Procurement Regulation for IFP Borrowers September, 2025, (Procurement Regulations) and is open to all eligible bidders. The Regulations can be accessed at https://thedocs.worldbank.org/en/doc/1783315330656711916-0290020220/original/ProcurementRegulations.pdf.
  4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents.
  5. Interested eligible bidders may obtain further information from Ministry of Gender, Labour and Social Development (MGLSD), and inspect the bidding document during office hours from 0900 hours to 1700 hours at the address given below. A pre-bid meeting will be held on 26/08/2026 at MGLSD, PDU office, at 10:00 am EAT (East African Time).
  6. The bidding document in English may be purchased by interested eligible bidders upon submission of a written application to the address below and upon payment of a non-refundable fee of (Uganda Shillings One Hundred Thousand only (100,000/-)). The method of payment will be through the Bank to Uganda Revenue Authority. The document will be sent by email.
  7. Bids must be delivered to the address below on or before 9th September, 2026 at 1100 hours East African Time. Electronic Bidding will not be permitted. Late Bids will be rejected. The bid envelopes will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 9th September, 2026 at 1115 hours East African Time.
  8. All Bids must be accompanied by a Bid Security” in the amounts of;
    Lot 1 – UGX. 1,817,107
    Lot 2 – UGX. 1,584,303
    Lot 3 – UGX. 920,486
    Lot 4 – UGX. 2,264,955
    Lot 5 – UGX. 965,404
    Lot 6 – UGX. 4,229,026

NB: Uganda shillings or equivalent amount in a freely convertible currency for all the above lots.

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
