To reinforce our Uganda team, we are looking for a Programme Finance Officer.
The position is a position with 37.5 hours a week.
This position is only filled locally. With contractual conditions of Uganda. An expatriation is not intended.
These are your responsibilities
1. Core purpose
The Programme Finance Officer will ensure sound financial management, compliance, and accountability of the ECO-Food Uganda Project. The role involves supporting implementing partners (CEFORD, NUDIPU, and C&D) in financial planning, monitoring, and reporting in line with CBM and donor (AICS) standards. The position plays a critical role in safeguarding project resources, promoting financial integrity, and ensuring value for money.
2. Main Tasks
Financial Management and Compliance
- Ensure that project financial management adheres to CBM, AICS, and statutory regulations.
- Review and consolidate partner financial reports and ensure timely submission with supporting documentation.
- Maintain accurate and up-to-date financial records for the project, including expenditure tracking against approved budgets.
- Monitor partner compliance with grant agreements, donor rules, and CBM internal control policies.
- Conduct periodic financial monitoring visits to partners and provide feedback for improvement.
Budgeting and Financial Planning.
- Support the CBM Italy Programs Finance Manager | Portfolio, Uganda, and Project Coordinator in the preparation of project budgets, forecasts, and work plans.
- Monitor budget utilization and provide variance analysis to guide financial decision-making.
- Participate in quarterly financial review meetings with program and partner teams.
- Ensure project cash flow management aligns with implementation needs and donor disbursement schedules.
Capacity Building and Partner Support
- Build the capacity of implementing partners in financial management, internal controls, and donor reporting.
- Provide technical support in developing and improving partner accounting systems and documentation processes.
- Support partners in preparing for external and internal audits, ensuring timely responses to audit recommendations.
- Prepare accurate, timely financial reports for submission to CBM Germany/Italy and AICS.
- Collaborate with the Project Coordinator and Programme Manager to align financial reports with narrative performance.
- Maintain an organized filing system (electronic and hard copy) for project financial documentation.
- Support project close-out financial reconciliations and reporting.
Audit and Risk Management
- Coordinate internal and external audits, ensuring all documentation is in place and findings are addressed promptly.
- Identify financial and operational risks, propose mitigation measures, and update the project risk register.
- Promote accountability and transparency in resource utilization across all implementing partners.
These are your qualifications
Education:
- Bachelor’s degree in accounting, Finance, Commerce, or related field.
- A professional accounting qualification (ACCA, CPA, or equivalent) is an added advantage.
Experience:
- Minimum of 5 years’ experience in donor-funded project financial management.
- Proven experience working with international NGOs and multi-partner projects.
- Knowledge of AICS, EU, or similar donor financial guidelines.
- Experience in partner capacity building and grant management.
Skills and Competencies:
- Strong analytical, problem-solving, and financial reporting skills.
- Proficiency in accounting software (e.g., QuickBooks, Business Central, Navision, or SAP).
- Excellent Excel and Microsoft Office skills.
- High integrity, confidentiality, and attention to detail.
- Strong interpersonal and communication skills.
- Ability to work independently and collaboratively in multicultural environments.
