Finnish Refugee Council (FRC) is an INGO promoting self-reliance and resilience among forcibly displaced and vulnerable host communities through improved livelihoods and food security, protection and peaceful co-existence and human rights. FRC has been operating in Uganda since 1997 as an operational partner to UNHCR and OPM, and since 2020 as implementing partner to WFP.
FRC is seeking for suitably qualified Ugandans to fill the following position:

Job Purpose:
Position holder leads the planning, implementation, monitoring and evaluation of FRC Country Program project “Inclusion, Capacities and Resilience Enhanced for the Forcibly Displaced People ( I CARE for People), which consists of three main outcomes: 1. target beneficiaries have improved livelihoods and food security – implemented through foundational skills training to enhance economic independence, through improved livelihood skills and improved capacity for food security; 2. beneficiaries are better protected – implemented through awareness raising: and 3. Beneficiaries promote peaceful co-existence and realization of human rights – implemented through peace, conflict and leadership training and via strengthening of local CBOs to provide services to refugees and host communities.
The position holder directly supervises and provides technical guidance, mentoring and oversight of a team of 6 professionals: each of them having technical expertise either on basic adult education, protection, CBO and community development or livelihoods & VSLA, monitoring and evaluation.
In addition, the Project Manager / Livelihood Specialist has significant role to ensure high standard of technical livelihood expertise in the project and in Country Program.
The role requires strong leadership and knowledge and skills in training facilitation, as well as excellent coordination and communication skills to engage partners, government actors, and community structures.
Key Tasks and Responsibilities:
Technical Support and Guidance – 40%
- Provide technical guidance and support on livelihood and resilience issues to FRC Country Program and projects.
- Provide capacity building of staff and key stakeholders on livelihood interventions, climate-smart agriculture, food security, financial inclusion, environmental protection, market trends and alike, and develop livelihood promotion capacities of the staff.
- Keep up to date with on latest trends in the livelihood and resilience sector.
Leadership, Management and Monitoring – 30%
- Coordinate planning of projects to ensure integration of FRC principles and cross cutting issues, and proper understanding of project goals, objectives and results.
- Lead project planning, implementation and oversight, ensuring that planned outputs, activities and targets – from basic adult education courses to livelihood skilling, from leadership training to CBO strengthening – are achieved within budget and timeframe.
- Develop and implement active M & E tools and activities with MEAL Specialist, analyse data and make recommendations to improve quality and effectiveness.
- Ensure adequate monitoring, reviewing of progress and beneficiary feedback, which help to identify corrective actions and capture learning.
Project and Program Development – 15%
- In collaboration with Country Director, contribute to strategic direction of FRC Uganda.
- Assist in identification of donors and partners to ensure resources for the country program.
- Promote coordination and joint working between stakeholders and FRC projects to ensure impact, influence and scale up within the FRC Uganda program.
Stakeholder Relations, Networking and Advocacy – 10%
- Build and maintain effective partnerships with community structures, local NGOs, government departments, and advocacy networks.
- Represent FRC and its technical expertise in local livelihood and resilience networks, meetings, and working groups, as delegated by Country Director.
Financial Management – 5%
- In coordination with Finance and Administration Manager, ensure compliance with FRC and donor requirements and financial policies, government rules and regulations.
- Participate in budget design, control and expenditure management.
Education and Qualifications:
- Masters in Livelihoods & Food Security, Agriculture / Agribusiness / Rural Development, Entrepreneurship, Development Studies, Business Administration or Economics.
- Additional qualifications such as diploma or Bc. in Project Planning and Management.
Experience:
- Minimum 3-years in senior manager position, leading a project and multisectoral team.
- Proven experience and understanding of sustainable livelihoods, climate-smart agriculture, skilling and business development services.
- Experience on M & E fundamentals.
- Skills in designing and delivering training and ability to adapt them to different needs.
- Worked with local or international NGOs in humanitarian or development settings.
Essential Skills and Attributes:
- Strong analytical, coaching and mentoring skills.
- Willingness to proactively assess project progress and take lead in solving issues.
- Ability to contribute to program strategy and proposal writing.
- Excellent communication and report-writing skills.
- Knowledge of French, Kiswahili, Arabic, Nuer, Madi etc. is an advantage.
