Job Summary
The Project Officer – Land Titling will provide field-level implementation support for Raising The Village's land tenure and registration initiative in last-mile communities in Uganda. Working under the supervision of the Project Manager – Land Titling, this role is responsible for day-to-day community mobilization, coordination with local land structures, support to land mapping and data collection, and documentation of project activities in assigned districts. The Project Officer will be a key link between the project team and communities, Area Land Committees, customary leaders, and local government structures, ensuring that field activities are implemented on schedule, with quality, and in a manner that is inclusive and responsive to community needs. This position requires strong organizational skills, attention to detail, comfort with fieldwork, and a solid working knowledge of land governance processes at the local level.
Key Responsibilities
1. Field Implementation & Community Mobilization
- Support the day-to-day implementation of land mapping, verification, and registration activities in assigned communities, in line with plans set by the Project Manager.
- Mobilize and sensitize community members, local leaders, and households on the land registration process, timelines, and requirements.
- Coordinate community meetings, boundary walks, and verification exercises, ensuring good turnout and participation.
- Flag implementation bottlenecks, delays, or risks at community level to the Project Manager in a timely manner.
2. Stakeholder & Community Engagement Support
- Maintain regular, respectful working relationships with Area Land Committees, customary leaders, local council officials, and district land office staff.
- Support coordination between statutory and customary land governance actors at the community and sub-county level.
- Represent the project at local coordination meetings and community forums as assigned by the Project Manager.
- Assist in scheduling and organizing engagements with District Land Boards and other local stakeholders.
3. Mapping, Data Collection & Quality Assurance
- Conduct or support GPS/boundary mapping, geo-fencing, and household data collection using approved tools and protocols.
- Carry out first-level checks on data collected in the field to ensure completeness, accuracy, and consistency before submission.
- Support digitization and uploading of field data into RTV's digital platforms, flagging discrepancies for follow-up.
- Adhere to data protection and ethical data handling standards in all data collection activities.
4. Documentation, Reporting & Learning
- Prepare timely field activity reports, attendance records, and case notes for submission to the Project Manager.
- Document community feedback, challenges, and emerging lessons for input into project learning and reporting.
- Maintain organized filing (physical and digital) of household and community-level registration records.
- Contribute field-level data and observations to monitoring, evaluation, and learning processes led by the Project Manager.
5. Community Inclusion & Safeguarding
- Promote gender-responsive and inclusive approaches during community sensitization and registration activities.
- Support outreach to vulnerable households to ensure fair access to, and protection within, the registration process.
- Identify and promptly report risks of elite capture, conflict, or community tension to the Project Manager.
- Uphold RTV's safeguarding standards and codes of conduct in all community interactions.
6. Administrative & Team Support
- Support logistical planning for field activities, including scheduling, transport, and community meeting arrangements.
- Assist with basic budget tracking and expense documentation for field activities as guided by the Project Manager.
- Work collaboratively with fellow Project Officers, consultants, and partners supporting implementation.
- Participate in team meetings, training, and capacity-building sessions to strengthen field delivery skills.
Qualifications & Experience
- Bachelor's degree in Land Management, Geography, Law, Development Studies, Social Sciences, Public Administration, or a related field.
- Minimum of 2–4 years of relevant field experience, preferably in land governance, land tenure, community development, or rural programs.
- Working knowledge of Uganda's land tenure systems (customary, freehold, mailo, leasehold) and local land institutions.
- Experience engaging with community structures, local government, and customary leaders.
- Familiarity with GPS mapping, smartphone/tablet-based data collection tools, or land information systems is an added advantage.
- Willingness and ability to travel extensively and work in rural, last-mile communities.
