PROVIDING OF CALIBRATION AND CERTIFICATION SERVICES FOR PRESSURE SAFETY VALVES (PSV) - UGANDA (RE-ADVERTISING NO. 000000550)

East African Crude Oil Pipeline (EACOP) Ltd (“EACOP Ltd”) invites suitably qualified, experienced and reputable companies, organizations or joint ventures to express their interest in the provision of Calibration and Certification Services for Pressure Safety Valves (PSV) for East African Crude Oil Pipeline (EACOP) Project.

The EACOP Project involves the construction and operation of a buried and insulated pipeline to transport crude oil from Lake Albert area in Uganda to the coast of Tanzania for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula in Tanga, Tanzania. The length of the pipeline is 1,443 km, of which 296km is in Uganda and 1,147 km in Tanzania. In Uganda the pipeline will traverse 10 districts, 25 sub-counties, 57 parishes and 172 villages; and in Tanzania, 8 regions, 24 districts, 73 divisions, 234 wards and 506 villages.

BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES
The EACOP is equipped with Pressure Safety Valves (PSV) to prevent overpressure, potential hazards, and ensure system integrity. This Expression of Interest (EOI) seeks to identify contractors worldwide capable of providing calibration and certification services for Pressure Safety Valves and provide calibration and certification services for EACOP project.
Services required include:

• Calibration and Certification of approximately 28 Pressure Safety Valves (PSV);

• Stamping and documentation in accordance with relevant Authority requirements.

NB: The calibration and certification services must be performed in accordance with the respective original manufacturer’s specifications, applicable international & industrial standards and full compliance with the regulatory requirements.

The sites in Uganda which will be installed with PSVs include:

• PS1 - Kabaale Station

• PS2 - Kakumiro District

MINIMUM REQUIREMENTS

Companies/Organizations/Local joint ventures expressing their interest are invited to submit documentation of their request which:

• Brief description of experience, expertise and capacity to deliver the required scope of services;

• Pool of certified, qualified personnel/manpower who will be responsible for performing Calibration and Certification services;

• Valid Business License.

• Proof of registration with the Uganda Registration Services Bureau (URSB) including Beneficial Owners Particulars;

• Certificate of Incorporation and Recent Uganda Registration Services Bureau (URSB) search (reach) report;

• Proof of registration on the National Supplier database maintained by the Petroleum Authority of Uganda;

• Compliance with the Petroleum (Refining, Conversion, Transmission and Midstream Storage) (National Content) Regulations, 2016.

• Proof of registration with Uganda Revenue Authority (URA) and Valid tax Clearance Certificate.

• Bank confirmation letter of financial capacity, including the submission of financial accounts audited for the past three years;

• Evidence of Quality, Health, Safety, and Environmental (QHSE) management system compliant with local and industry standards;

• Proof of Anti-corruption, Anti-bribery, Compliance and Human Rights Policies.

Companies or organizations which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending an Expression of Interest (EOI) via email, together with the above listed documents through an email to procurementug@eacop.com with copy to tenders@eacop.com not later than 17:00 hours East African Time (EAT), on 30th November 2025. Submission of EOI should be no more than ten (10) to twenty (20) pages long.
All Expression of Interest should be submitted in English Language.

NOTE: EACOP Ltd will review and assess the documents provided by companies, organizations or joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine whether to include the company, organization or joint venture in the list of pre-qualified companies, organizations or local joint ventures. Only the pre-qualified companies, organizations or local joint ventures will, after signing a Non-Disclosure Agreement (NDA), receive an invitation to tender as a continuation of the call for tender process. EACOP Ltd reserves the right at its sole discretion to make the decision to accept or reject any company, organization or local joint venture and communicate its decision without having to give reasons to the company, organization or local joint venture concerned.
