REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF SITE PREPARATION AND EARTHWORKS, CIVIL WORKS, BUILDING AND ARCHITECTURAL WORKS REFERENCE NO.: CPP-PROC-UG-004-1228 (RE-ADVERTISE)-20240523
China Petroleum Pipeline Engineering Co. Ltd. (hereinafter abbreviated as CPP) as Pipeline, Feederline & Above Ground Installation Contractor for the East African Crude Oil Pipeline (CACOP) Project invites experienced and reputable Contractors to express their interest in providing Site Preparation and Earthworks, Civil Works, Building and Architectural Works for 392km Right of Way (ROW) (30m corridor) to the CACOP Project.
The CACOP Project involves the construction and operation of an underground and cross-border pipeline to transport crude oil for export to international markets. The pipeline will run from Kabaale, Hoima District in Uganda to the Chongoleani peninsula near Tanga in Tanzania. The length of the pipeline is 1,443 km, of which 296 km will be in Uganda.
BRIEF DESCRIPTION OF THE SCOPE OF THE SERVICES:
Location: Section 4 (KP0+000-KP77+515): HOIMA, BUGAHYA, BUSERUKA, KABAALE ID KYANKWANZI KIBOGA, GAYAZA, LUWUUNA Section 5 (KP774515-KP124+595): KYANKWANZI, KIBOGA, GAYAZA, LUWUUNA to MUBENDE BUWEKULA KITEGA KAGOMA. Section 6 (KP124+595 - KP184+480): MUBENDE BUWEKULA KITEGA KAGOMA to SSEMBABULE MAWOGOLA LUGUSULU LWENTALE
Section 7 (KP184+480 KP239+180) SSEMBABULE MAWOGOLA LUGUSULU LWENTALE to LWENGO BUKOTO NDAGWENNANYWA
Section 8 (KP239+180 KP297+143): LWENGO BUKOTO NDAGWE NNANYWA to KYOTERA KAKUUTO KAKUUTO MUTUKULA TOWN BOARD.
The Civil work of EACOP project as below.
• Right of Way and Additional Temporary Workspace (ATWS) Preparations activities include: a) Marking: b) Tree felling/ Bush clearing: c) Top soil removal, d) Placement of temporary protection; e) Side slopes cut and filt f) Protecting Right of Way.
• Temporary Access Road upgrade exited roads and build temporary access road, reinstatement.
• Ditching Works: excavating or blasting, shoring and if required sheet-pilling and trench dewatering sheet-pilling and trench dewatering.
• Padding/Backfilling: The trench shall be backfilled in layers and compacted bell holes and other excavations. Material used for backfilling shall be appropriately crushed and screened
• Cleaning-up/Reinstatement
• Civil works for valve stations: a) Road, SITE preparation and earthworks; b) Foundation Preparation, Concrete works; c) Fencing and gate installation; d) Disposal of all surplus of unsuitable excavated material, Borrow civil materials
• Any and all other civil and underground works to complete the WORK
MINIMUM REQUIREMENTS:
• Companies or organizations expressing their interest are invited to document their request with:
• Proof of business registration and business license for Uganda. Proof of registration with the Uganda Tax Revenue Authority Proof of registration with the National Suppler Database (NSD) for Uganda.
• Compliance with the Petroleum Midstream National Content Regulation # 34,2016 for Uganda.
• Uganda Registration Service Bureau (URSB) Annual returns of the latest year.
• Fully filled Questionnaire, Key personnel list with CV (Appendix1) and Equipment list of production and inspection (Appendix2) in requested format. (Blank regards as unqualified item) Similar supplying experience within last three years (Appendix3) in requested format.
• Copy of certificates of 150 9001, ISO 45001, ISO 14001 or equivalent of them.
• Tax Clearance Certificate for the latest year available.
Companies which have the ability, capacity, and resources to implement the activities listed above should express their interest by sending together with the documents stated in the above section through an email to biddingbox@cpptz.com (Max. Email Size: 20 MBs, all documents must be submilled in the English language) on or before 24:00 hours East African Time (EAT), on 23 June 2024. Subject of the email should be "EOI for CPP-PROC-UG-004-1228 (RE-ADVERTISE)-20240523-COMPANY NAME". CPP reserves the right not to consider companies that submit an incorrect email subject and the incorrect format of Appendix 1, 2, and 3.

Note: CPP will review and assess the documents provided by companies that have expressed interest in accordance with this EOI and conduct evaluations based on internal criteria to determine which companies will be included in the list of pre-qualified companies. Only the pre-qualified companies will receive, by signing a Non-Disclosure Agreement (NDA), an invitation to bid as a continuation of the call for tender process. CPP reserves the right at its sole discretion to make the decision to select or reject a company and maintain its decision
Companies who have submitted the EOI responses to REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF SITE PREPARATION AND EARTHWORKS, CIVIL WORKS, BUILDING AND ARCHITECTURAL WORKS Reference No.: CPP-PROC-UG-004-1228 on 28th December 2022 continue to be valid. COI response could be submitted again if any renewed information is added. Companies who submitted documents in the past should also be informed through email that EOI is being re-issued
