Worley Europe Limited as EPS Early Services Contractor for EACOP Project invites experienced and reputable Contractors to express their interest in supplying WORKSHOP AND WAREHOUSE TOOLS AND EQUIPMENT for the East African Crude Oil Pipeline (EACOP) Project.
The Republic of Uganda, the Uganda National Oil Company (UNOC), the United Republic of Tanzania and other Tanzanian Petroleum Development Corporation (TPDC), as well as other international oil companies participating in the development of Exploration Areas 1, 1A, 2 and Kingfisher Discovery Area in the Albertine Graben in Uganda or their affiliates will participate in the implementation of the EACOP Project (Potential Pipeline Participants).
The EACOP Project development involves the engineering, construction, operation and maintenance of a crude oil export pipeline crossing Uganda and Tanzania and an onshore Marine Terminal in Chongola, near Tanga Port in Tanzania.
BRIEF DESCRIPTION OF THE SCOPE OF THE SUPPLY:
The supply of Workshop and Warehouse Tools and Equipment shall be in accordance with EACOP Project requirements and specification. The tools and equipment to be supplied must meet international standards for Oil and Gas Industries. The list of tools and equipment will be provided by the company and should have the following minimum requirements:
Tools and equipment supplied should meet international and industrial standards for oil and gas.
Tools and equipment should be of High Quality and Standards.
Tools and equipment should be from reputable brands as specified in the Request for Quotation (RFQ).
Delivery point of the Tools and Equipment should be Tanga Marine Tanks and Terminals (MTT) or any other stipulated pumps stations as specified by the Company.
Tools should be supplied with installation, operation and Maintenance Manuals/sure’s guides and test certificates (if applicable) in English Language.
Damaged tools and Equipment will not be accepted during delivery.
The scope will include but not limited to procurement, supply and delivery to the Marine Tanks and Terminals and stipulated Pump Stations. The supplied tools and equipment should be of high quality and of high standard as per the provided list.
MINIMUM REQUIREMENTS:
Companies expressing their interest are invited to document their request with:
An experience list for similar tools and equipment supplied to the Upstream Oil and Gas market in the past five (5) years.
A copy of their own and main suppliers ISO 9001:2015 and 14001:2015 & OHSAS 18001 (ISO45001:2015) current certification.
Brief description of experience, expertise, and capacity to deliver the required scope of services.
Certificate of Incorporation and recent BRELA search or Certificate of Incorporation and recent Uganda Registration Services Bureau (URSB) search (attach copy).
Proof of registration with EWURA Local Supplier Service Provider (LSSP) database, or Proof of registration with Uganda National Bureau of Standards (UNBS).
or approved application is strongly recommended.
Compliance with Local Content Proof of registration with PAU as a Local Supplier in the National Supplier Regulations, 2017 and Local Company definition.
Compliance with National Content Regulations, 2016 and Local Company definition
Proof of registration with Tanzania Revenue Authority (TRA) or Uganda Revenue Authority (URA) and valid Tax Clearance Certificate.
Financial capacity evidence including financial accounts for the last three years.
Evidence of Quality, Health, Safety, and Environment (OHSE) management system compliant with local and industry standards.

Note: Worley Europe Limited will review and assess the documents provided by companies, organizations or joint ventures that have expressed interest in accordance with this EOI, and conduct evaluations based on internal criteria to determine which companies, organizations or local Joint Ventures will be included in the list of pre-qualified companies, organizations or local Joint Ventures. Only the pre-qualified companies, organizations or local Joint Ventures will, after signing a Non-Disclosure Agreement (NDA), receive an invitation to bid as a continuation of the call for tender process. Worley Europe Limited reserves the right at its sole discretion to make the decision to select or reject a company, organization or local Joint Venture and maintain its decision without having to give reasons to the company, organization or local Joint Venture concerned.
Interested companies which meet the minimum requirements and have the capacity to provide the goods listed above should express their interest by sending together with the above listed documents an email to EACOP-supplierinfo@worley.com. (Max. Email Size : 20 MBs & All documents must be submitted in the English language) on or before 12 noon London Time, on 23th April 2026.
Companies satisfactorily meeting the above minimum requirements will receive, subject to the signature of a Non- Disclosure Agreement (NDA), a detailed pre-qualification questionnaire for further evaluation by Company.
Bidder is required to express interest and confirm its capability in supporting this supply. Upon confirmation, the company will proceed to share the detailed specifications and requirements for the next stage of the tender.
Note: Only pre-qualified companies will receive an invitation to submit their bid in furtherance of the Call for Tender process.
