Dear Sir or Madam,
Chemonics International Inc. (hereinafter referred to as “Chemonics”), under the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project, DoS Contract No. AID-OAA-I-15-00004, is issuing an Indefinite Quantity Subcontract (IQS) Request for Proposals (IQS RFP) for Technical Services Supporting the Enhancement and Integration of National Medical Store (NMS) Oracle Enterprise Resource Planning (ERP) and Associated Systems. The attached IQS RFP contains all the necessary information for interested Offerors.
In Uganda, GHSC-PSM collaborates with the National Medical Stores (NMS) to strengthen the NMS Enterprise Resource Planning (ERP) system. The NMS ERP, based on Oracle E-Business Suite (EBS), supports key functions such as human resources, procurement, finance, warehousing, order management, and customer self-service ordering. Although operational from 2020, the system requires enhancements to achieve full warehouse functionality and to optimize integration with other national health information systems.
The objective of this procurement is to engage a qualified firm(s) to provide comprehensive technical services in support of the NMS+ ERP system and its integration with listed Government of Uganda approved information systems currently in use.

Local and International Companies or organizations should indicate their interest in submitting a proposal for the anticipated subcontract by sending an email indicating their intention to PSM Uganda HQ Procurement team at PSMUgandaHQProcurement@ghsc-psm.com by 17:00 EST on November 19, 2025.
Following this RFP, Chemonics anticipates awarding one or multiple Indefinite Quantity Subcontracts (IQS) and may issue accompanying Sub Task Orders (STOs). During implementation of the work solicited in this RFP, the IQS instrument will serve as the governing subcontract for the work and relationship between the contractor and subcontractor, while the STOs instruments will be used by the contractor to order work from the subcontractor as needed, within the parameters of the IQS. Only IQS holders may bid on STOs under the IQS.
If necessary, Chemonics will provide answers to all relevant questions received in an amendment that will be posted to the website where this IQS RFP was published and/or emailed directly to all interested Offerors who registered with (POC).
This IQS RFP does not obligate Chemonics to execute a subcontract, nor does it commit Chemonics to pay any costs incurred in the preparation and submission of the proposals. Furthermore, Chemonics reserves the right to reject any and all offers, if such action is considered to be in the best interest of Chemonics.
Please note that, all other factors being equal, local organizations with a documented regional presence in Uganda will be given preference.
Ethical and Business Conduct Requirements Chemonics is committed to integrity in procurement, and only selects suppliers based on objective business criteria such as price and technical merit. Chemonics does not tolerate fraud, collusion among offerors, falsified proposals/bids, bribery, or kickbacks. Any firm or individual violating these standards will be disqualified from this procurement, barred from future procurement opportunities, and may be reported to both Department of State (DoS) and the Office of the Inspector General.
Employees and agents of Chemonics are strictly prohibited from asking for or accepting any money, fee, commission, credit, gift, gratuity, object of value or compensation from current or potential vendors or suppliers in exchange for or as a reward for business. Employees and agents engaging in this conduct are subject to termination and will be reported to DoS and the Office of the Inspector General. In addition, Chemonics will inform DoS, and the Office of the Inspector General of any supplier offers of money, fee, commission, credit, gift, gratuity, object of value or compensation to obtain business.

Submission Instructions: Proposals must be submitted electronically only to PSMUgandaHQProcurement@ghsc-psm.com no later than 17:00 EST on November 19, 2025. Separate technical and cost proposals must be kept separate from each other. Technical proposals must not make reference to pricing data. Include the IQS RFP number in the subject line. Use up to 3 attachments (5 MB limit) per email in MS Word, MS Excel, readable format, or PDF.
