Position Overview
The Senior Monitoring and Evaluation Officer is responsible for leading the design, development, and implementation of effective Planning, Monitoring, Evaluation, Accountability, and Learning (PMEAL) systems to track the progress, outcomes, and impacts of projects across all country programs. The role involves managing the collection, analysis, and interpretation of complex data to assess project performance and inform decision-making. He/She also coordinates and conducts baseline studies, surveys, needs assessments, and impact evaluations to guide project improvement and identify new opportunities. Working under the supervision of the Country Manager Regional PMEL Manager, and in close collaboration with Regional PMEL Manager, Project Managers, and field teams, they play a key role in strengthening monitoring and learning systems at both regional and country levels, ensuring evidence-based programming and continuous improvement across the network.
Knowledge and experience
At least a Master’s Degree in Social Sciences, Project Management, or relevant subject, preferably with specialisation in Monitoring and Evaluation.
A minimum of seven years of work experience with at least three (4) years of managerial experience in Monitoring and Evaluation in an INGO (essential).
Experience in designing tools and strategies for data collection, analysis, and production of reports.
Proven ICT skills, using mobile applications for data collection (Kobo, TaroWorks, etc) and development of MIS databases;
Expertise in analyzing data using statistical software such as R, Tableau.
Development of interactive project dashboards using tools such as Power BI, Looker, etc
Excellent communication and stakeholder engagement skills.
Specific job requirements
Demonstrated ability to train and build capacity of others.
Strong interpersonal skills and managerial capacity.
Strong leadership, strategic planning, and management skills with an ability to work in a multicultural setting.
Experience in technical report writing and research activities.
IT literate (word processing, spreadsheets, and presentation).
Self-motivation, creativity, and an ability to perform without close supervision.

- Develop /draft the M&E framework for country projects to ensure that they meet the donor requirements and maximize evidence generation.
- Implement efficient and logical data flow systems that build off of existing national data collection mechanisms and ensure the timely gathering of project data.
- Institute data quality assessments and other data quality assurance measures to ensure data collected for the country projects are accurate and reliable.
- Collaborate with regional project teams, and assist them in successful implementation.
- Data collection, verification, and support in report writing for all country programs in close collaboration with the Country Project Managers.
- Support in training project staff and project partners on data collection, analysis, project monitoring, and evaluation and reporting.
- Support country project/programme managers in the development of proposals, specifically the theory of change, measurement plans, and project work plans.
- Assist the Country Manager and Country Project Managers in managing the portfolio of projects and administration of projects in the Salesforce system.
- Work in close cooperation with relevant managers, and other M&E to meet the monitoring and evaluation needs of the donors and business partners.
- Closely monitor and report on the results and progress made with regard to the project implementation and provide feedback to the Regional PMEL Manager and regional staff.
- Work closely with the Regional PMEL Manager and support the preparation of quarterly, annual, planning and progress reporting.
- Keep abreast with the latest developments in monitoring & evaluation, and quality management, and introduce them to the organization.Support in Project review meetings and communicating programme impact.
- Prepare budgeting for PMEL programmes as well as additional fundraising for monitoring and evaluation.
