With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing health challenges.

PATH, with support from the Gates Foundation, is strengthening cold chain equipment (CCE) monitoring, vaccine supply chain data use, and digital systems in Uganda. The initiative supports the Uganda National Expanded Program on Immunization (UNEPI) to improve cold chain equipment performance, maintenance, and uptime through enhanced data use and digitalization.

The Supply Chain Specialist will provide technical support for cold chain and vaccine supply chain interventions, with a strong focus on data management and analytics, digital systems, and evidence-based decision-making. The Specialist will work closely with the Ministry of Health (MoH), UNEPI, National Medical Stores (NMS), and other partners to strengthen cold chain and vaccine stock monitoring and improve the use and interoperability of existing and planned digital systems.

Key Responsibilities

  • Provide technical support to MoH/UNEPI and NMS to strengthen cold chain equipment monitoring, maintenance planning, vaccine stock monitoring, and supply chain performance.
  • Lead analysis and use of cold chain and vaccine supply chain data to inform planning, decision-making, equipment repairs, preventive maintenance, and other corrective actions.
  • Provide technical oversight for the upgrade and enhancement of the Cold Chain Information System (CCIS), coordinating with MoH, NMS, consultants, and relevant partners.
  • Define requirements for digital system integration, interoperability, data prioritization, and effective use of existing and planned immunization supply chain systems.
  • Support data management, analysis, visualization, and use at national and subnational levels.
  • Develop and review technical guidance materials, including training manuals, standard operating procedures (SOPs), user guides, and quick reference materials.
  • Collaborate with MoH, UNEPI, NMS, digital health stakeholders, and partners, and represent PATH in relevant Technical Working Groups and coordination forums.
  • Document and share implementation experiences, lessons learned, and best practices through national and global communities of practice, webinars, and other technical forums.
  • Support project planning, budgeting, implementation monitoring, reporting, and coordination of cold chain and digital health interventions.
  • Contribute to new business development, including stakeholder engagement, partnership scoping, and proposal development.

Required Qualifications and Experience

  • Master’s degree in Public Health, Global Health, Procurement and Supply Chain Management, Health Informatics, Digital Health, or a related field.
  • Relevant professional experience in health supply chain management, immunization, cold chain systems, digital health, health informatics, or related areas.
  • Experience working with Uganda’s Ministry of Health and/or national health programs.
  • Strong understanding of Uganda’s public health system, preferably including immunization and vaccine supply chain systems.
  • Demonstrated experience in health data management, analytics, visualization, and use for decision-making.
  • Experience with digital health or supply chain information systems; knowledge of system integration and interoperability is desirable.
  • Strong project management, analytical, problem-solving, communication, and stakeholder engagement skills.
  • Ability to work effectively with government institutions, implementing partners, technology providers, and multidisciplinary teams.
  • Preferred: Experience working with UNEPI, NMS, cold chain information systems, eLMIS, or other immunization and health commodity information systems.
