Job Summary

The cost monitoring role exists to ensure cost-efficient operations in the oil and gas Sector in Uganda to maximize Government Take.

Key duties and responsibilities

  1. Aid in the planning, budgeting, and reporting on activities of the Cost Monitoring Department.
  2. Contribute to the development of cost monitoring and regulation frameworks and tools, including compliance monitoring matrices, cost control databases, and field monitoring parameters among others, for the projects in the Upstream and Midstream segments of the petroleum value chain in Uganda.
  • Facilitate the budget approval of Licensees’ Work Programs and Budgets by performing the necessary preparation on time including preparation of reference materials and benchmarking of the budget proposals, generation of own estimates, and participating in the technical meetings held between the Authority and the Licensees.
  1. Partake in the monitoring of the execution of Licensees’ work programs and budgets. This includes reviewing and advising on their procurement processes by evaluating their procurement plans, bid evaluation reports, draft and final executed contracts, proposed change orders, and procurement reports. In addition, review and advise on the periodical cost statements and other financial-related submissions.
  2. Participate in field monitoring, review field monitoring reports, periodic and endof-activity cost reports, and ensure compliance of Licensees with the legal regime on issues regarding costs.
  3. Aid in cost recovery audits by the Office of the Auditor General by leading the review of the draft management letters and participating in exit meetings. In addition, aids the process of ascertaining the cost oil due to licensees.
  • Support the review of oil and gas projects' estimated and actual costs and ensure benchmarking the same to those of similar projects, track the projects’ costs, and make periodical reports on the same.
  • Support the development of appropriate methodologies for pipeline tariff and pricing framework for the refinery gate prices as well as provide advice on the appropriate tariffs and refinery gate prices.
  1. Enable the negotiation of petroleum agreements for both the upstream and midstream Sector.
  2. Undertake any other assignments as may be directed from time to time.

 

QUALIFICATIONS, SKILLS AND EXPERIENCE

 Basic Qualifications

An Honors Bachelor’s Degree in Engineering, Quantitative Surveying, Quantitative Economics, Finance, and Accounting or any other Physical Science.

Experience 

Three (3) years of relevant work experience in a busy and well- organized institution

Added Advantage

 Working experience in the Oil and Gas industry

  3. Excellent Stakeholder Management
  4. Strong Negotiation Skills
  5. Conceptual and Analytical Skills.
