Job Title Bid Manager

Engagement Type Contractual-2 years

Reporting Line Head of Bid Department

Location On-site -Kampala

Effective Date 1st October 2026

2. Role Purpose

The Bid Manager is responsible for the end-to-end management of assigned tender opportunities, coordinating the bid process from opportunity assessment through proposal development, submission and post-submission follow-up. The role ensures bids are well planned, responsive, compliant and delivered within required timelines.

3. Core Responsibilities

1. Manage assigned bids end to end, from bid/no-bid assessment through proposal development, submission and post-submission follow-up, maintaining overall control of progress and delivery.

2. Plan, coordinate and follow up on all bid activities and contributions from the various individuals, teams and partners ensuring inputs are received on time and deadlines are actively managed.

3. Manage bid compliance and risk, ensuring tender requirements are identified, tracked and addressed throughout the bid process.

4. Coordinate proposal review and finalisation, ensuring review findings are resolved and the submission meets the required quality, responsiveness and deadline.

5. Participate in post-submission reviews, capturing lessons learned and improvement actions for future bids.

4. Qualifications and Experience

Essential

1. Bachelor’s degree in Business Administration, Information Technology, or a related field.

2. Minimum five years’ relevant experience in bid management, including responsibility for managing deadline-driven submissions.

3. Experience managing high-value multi-technology or otherwise complex tenders involving multiple contributors.

4. Practical working knowledge of public and private-sector tendering in Uganda, including interpretation of tender instructions and evaluation requirements.

5. Experience managing multiple bid schedules, requirements, documents and deadlines.

Desirable

1. Experience managing ICT bids for financial institutions and public-sector organisations in Uganda or East Africa.

2. Professional certification in bid or proposal management such as APMP Foundation or equivalent

3. Training in responsible use of AI for business or proposal development.

5. Skills

1. Ability to analyse tender documents and accurately extract requirements.

2. Strong planning, organisation and time management across concurrent bids

3. Ability to coordinate multiple contributors and work effectively under competing deadlines.

4. Professional written English and ability to turn technical input into clear proposal content.

5. Attention to detail in document editing and formatting.

6. Proficiency with word processing and collaboration platforms.
