Overview & Responsibilities
The International Development Law Organization (IDLO), through its 2025–2028 Strategic Plan and the Access to Justice for Sustainable Development (AJSD) Programme, aims to enhance Uganda’s business environment by improving contract enforcement and accelerating dispute resolution in the commercial justice sector. This initiative seeks to boost economic growth and attract investment by making it easier to do business.
Complementing this effort, the Uganda Registration Services Bureau (URSB) is implementing the Business Rescue and Aftercare Program (BRAP) Regional Initiative, aligned with Uganda’s Fourth National Development Plan (NDPIV) 2025/26–2029/30. The program focuses on strengthening business recovery, resilience, and management skills to reduce SME failure rates, promote sustainable growth, and support the creation of 4.4 million new jobs under NDPIV.
SCOPE OF ASSIGNMENT
Under the supervision of URSB and in coordination with IDLO, the consultant will be responsible for undertaking the following specific tasks:
- Conduct at least 12 training sessions for 900 participants across Uganda’s Northern, Western, Eastern, and Central regions.
- Customize BRAP training materials to reflect local contexts and prepare participants with training that incorporates cultural considerations and promotes best practices in gender and youth.
- Select participants for the training based on principles that encourage inclusiveness and balanced representation.
- Offering advisory services to participants through online forums established during the training.
- Address individual challenges and support the implementation of knowledge.
- Provide structured mentorship and coaching to entrepreneurs during the training.
- Encourage peer-to-peer learning through online forums.
- Generate timely, comprehensive reports (inception, training, monthly progress, and final report).
- Document lessons learned and recommendations for scaling the program (at the end of the program).
Job Requirements
Experience
- At least 7–10 years’ experience in implementing SME development, corporate governance, or insolvency-related programs in Uganda or the East African region.
- Proven capacity to manage donor-funded projects, with sound financial and administrative systems.
- Demonstrated experience in regional or multi-site training delivery, including adaptation of materials to local contexts.
- Evidence of collaboration with government agencies, regulators, and private sector associations on business formalisation, compliance, or enterprise growth initiatives.
Education and Professional Experience
- A master’s degree with at least 4 years of experience in business administration, economics, finance, education, or related fields; or a bachelor’s degree in a relevant field
Languages
- Outstanding written and verbal skills in English.
Terms & Conditions
The assignment duration is 6 months, with an expected start date of 1 December 2025.
