CONSULTANCY OPPORTUNITIES FOR BASELINE /ENDLINE SURVEYS

BACKGROUND

Living Water International Uganda (LWIU) is a Christian International Non-Governmental Organization affiliated to Living Water International (LWI) with Head Quarters in Houston, Texas (USA). LWIU exists to demonstrate the love of God by helping communities acquire desperately needed clean water, and to experience “living water”—the gospel of Jesus Christ—which alone satisfies the deepest thirst. LWI Uganda invites qualified external consultants or consulting firms to submit proposals to conduct either:

1. The Endline Evaluation of the LWI Uganda—Compassion International Uganda Pilot WASH Partnership Project in Bulutula and Namoni Panshes, Mayuge District; or

2. The Baseline Evaluation for the Kyegewa North WASH Program Area (WPA), Uganda.

Scope of Work

The successful consultant will be responsible for:

• Reviewing key project documents, including project design documents, progress reports, FLourish Model manuals, and the relevant baseline or endline research plans.

• Developing quantitative and qualitative data collection tools.

• Preparing and presenting an inception report.

• Mobilizing key stakeholders and participants.

• Conducting quantitative and qualitative field data collection.

• Managing data, including data entry, cleaning, and analysis.

• Preparing a comprehensive evaluation report that includes descriptive statistics, frequency tables, cross-tabulations, and, where applicable, comparisons between baseline and endline findings.

• Submitting all reports, raw datasets, transcripts, and other related materials to LWI Uganda in both hard and soft copy.

Consultant Qualifications

• A Master’s degree in Statistics, Public Health, Social Sciences, or a related field.

• At least ten (10) years of experience conducting surveys, evaluations, or research within Uganda’s WASH sector.

• Demonstrated experience undertaking similar assignments for international NGOs.

• Experience working with district local governments, community leaders, and other stakeholders.

• Expertise in both qualitative and quantitative research methodologies.

• Experience using mobile data collection platforms and statistical software such as SPSS or JASP.

• Excellent analytical, communication, report-writing, and computer skills.

Proposal Requirements

• Technical Proposal (Maximum Three Pages)

• The technical proposal should clearly describe:

  • The proposed evaluation methodology.

  • The data collection tools to be used.

  • The profiles of the key personnel.

  • Relevant experience in conducting similar assignments.

• The proposed approach and work plan for completing the assignment.
