Consultancy to Develop a Strategic Plan for The Water Trust 2026-2030
Position: Consultant
Starting date: 21st May 2025
Duration: 2 months
Location: Kampala, Uganda
Open to: Individual consultants.
1. Introduction
The Water Trust Limited (TWT) is committed to delivering sustainable WASH solutions in Uganda. As the current strategic plan nears completion, TWT seeks to develop a new five-year Strategic Plan (2026–2030) to guide its future direction, growth, and impact. To ensure an inclusive and evidence-informed process, TWT seeks a qualified consultant to facilitate the strategic planning process with Management and the Senior Management Team (SMT).
2. Objective
The overall objective of this consultancy is to support TWT to develop a five-year strategy through a structured, participatory process that results in a practical and forward-looking Strategic Plan (2026–2030), aligned with the organization's mission, values, and the evolving sectoral and national context, thereby ensuring a sense of ownership and local relevance.
3. Scope of Work
The consultant will work with The Water Trust Leadership Team to do the following:
- Carry out a desk review of documents relevant to an understanding of The Water Trust Limited and analyse where TWT has been, where it currently is, where it’s going and how we get there, while establishing the link between TWT and the broader evolving sectoral and national context.
- Undertake a stakeholder mapping and consultation exercise to identify strengths, weaknesses, threats and opportunities for TWT to contribute meaningfully to the Water and Sanitation Sector in the region.
- Facilitate a participatory process of identifying priorities for TWT from the SWOT analysis undertaken in no. ii above, and from the broader Mission, Vision and Core values of the Organisation.
- Through a consultative process, develop strategic objectives for TWT and align them with the relevant priorities identified in no.( 3.) above.
- Propose relevant strategies and tactics for achieving the strategic objectives.
- Facilitate a process of identifying indicators for measuring and tracking progress using applicable technological tools.
- Identify priority changes needed to be made in the way the sector is organised in order for TWT to be successful.
- Write the full strategic narrative in consultation with the TWT Leadership Team.
- Hold stakeholder meeting(s) to validate the draft Strategic Plan and based on feedback received, finalise and submit the Strategic plan.
4. Consultant Profile
Required expertise and experience includes:
- Excellent English writing skills and ability to communicate technical concepts clearly and compellingly.
- Relevant experience developing and writing strategic plans or similar such documents/ work done.
- Experience in working with stakeholders in the NGO sector (preferably WASH) or with relevant programs.
- Possess significant knowledge of international and national WASH sectoral development issues and priorities.
- Experience in leading and facilitating participatory processes and ability to synthesise and draw conclusions from inputs gathered from stakeholders.
5. Deliverables
- An inception report on the assignment, detailing activities, timelines, and methodology for achieving the specified tasks
- Stakeholder consultation workshop and report
- Development of the first draft of the strategic plan for discussion and validation
- Strategy validation meeting and report
- Final narrative and costed strategy (2026-2030) with inputs from TWT members
6. Assessment criteria
The criteria for assessing the proposals shall include:
- Depth of experience.
- Understanding of the assignment.
- Proposed methods of delivering on the assignment.
- Realistic financial proposal
7. Consultant reporting lines
The consultant will work under the supervision of the Executive Director and will coordinate closely with the Program Director for regular communication, provide any relevant background documents necessary for the assignment and shall be responsible for the coordination of meetings and other activities under the Consultancy in consultation with the Leadership Team.
